EMANUEL ANNOUNCES NEW PROPOSAL TO INCREASE THE USE OF NATURAL GAS AS AN ALTERNATIVE TO PETROLEUM

July 14, 2008

Washington, D.C. - At a press conference in Chicago, Rep. Rahm Emanuel
today announced plans to introduce legislation that will compel
automakers to make 10 percent of their fleet vehicles that run on
natural gas by the year 2018. Emanuel's proposal also includes
incentives and tax credits that will result in the addition of natural
gas pumps at 20,000 fueling stations across the country. The legislation
will be formally introduced later this week.

"This proposal is a hat trick for America: it's good for our
environment, good for our national security and good for drivers who are
suffering at the pump. Natural gas is cheap, green and American-made and
it's time we encouraged the use of natural gas vehicles here in
America," said Emanuel. "American drivers should be able to buy a car
that runs on a cleaner fuel that is currently half the cost of gas.
Developing cars that run on natural gas and making it available at the
gas station or at home will save money for consumers and help end our
dependence on foreign oil."

Emanuel's legislation would compel automakers to make 10% of their fleet
vehicles that run on natural gas by the year 2018. The bill would also
offer new incentives to make natural gas more readily available for
drivers and could enable the construction of natural gas pumps at 20,000
gas stations across the country. The legislation:

* Offers a $90,000 tax credit to encourage gas station owners to install
natural gas fuel pumps.

* Provides $2.6 billion in bonding authority to states to provide no or
low-interest loans to service stations to install natural gas pumps.

* Requires the gas stations owned by the major oil companies to install
at least one natural gas pump in each station by 2018.

* Includes tax credits for drivers who convert their cars to allow them
to run on natural gas and for those Americans who own home "Phill"
units, a simple device that can be installed in a garage that allows
drivers to use their home natural gas line to refuel their car.

Currently, natural gas costs about half of the price of gasoline and
produces approximately one-third less emissions. Additionally, 98% of
the natural gas Americans currently consume is produced in North America
and current estimates indicate that America has a 118 year supply of
natural gas.

"The United States has abundant natural gas reserves," added Emanuel.
"It's time to start making those reserves work for us."

American automakers have the technology to produce vehicles that run on
natural gas. General Motors currently makes four different natural gas
vehicles in Europe and Asia and Ford has previously built natural gas
vehicles that were used in the House of Representatives.

The Emanuel legislation would also create jobs and help offset recent
declines in the SUV and light truck market. Estimates indicate that
increased demand for natural gas powered vehicles and natural gas
production could create 500,000 US energy industry jobs.

Inhofe Introduces Drive America on Natural Gas Act

WASHINGTON, DC - Sen. James Inhofe (R-Okla.), Ranking Member of the Environment and Public Works Committee, today introduced the Drive America on Natural Gas Act to promote the use of Compressed Natural Gas (CNG) and Liquefied Natural Gas (LNG) vehicles. Inhofe also introduced the American Affordable Fuels Act to relieve pain at the pump.
"As Americans continue to suffer from high gas prices, we need to take advantage of our abundant domestic supply of natural gas for use as a transportation fuel," Senator Inhofe said. "The Drive America on Natural Gas Act adds flexibility to the current Renewable Fuels Standard mandates by adding natural gas. It encourages the use of a proven alternative fuel and sends a market signal to manufacturers to consider compressed natural gas as a cost competitive alternative. Natural gas is domestic, plentiful, affordable, and clean. The promise of natural gas as a mainstream transportation fuel is achievable today -- not 15 or 20 years from now.

"Today, the largest hurdle facing the natural gas vehicle industry is the lack of refueling stations available to the public. By encouraging the production of bi-fuel natural gas vehicles, my bill overcomes this key difficulty. Coupled with a home refueling unit (the Phill), consumers will be comfortable purchasing bi-fuel natural gas vehicles knowing that their vehicle can also run on conventional gasoline for that occasional long distance trip from home. Installed in one's garage, the Phill is connected to a home's natural gas line. Once plugged into a CNG vehicle, the Phill slowly compresses natural gas into the car's tank. Similar to the idea of plug-in hybrids, the Phill allows consumers to re-fuel at home. Unlike plug-in hybrids, this technology is not a few years away -- it is here today.

"As the nation's number two producer in natural gas production, Oklahomans have a strong appreciation for the versatility of natural gas. In fact, Oklahoma alone annually produces nearly one-tenth of total U.S. natural gas production.

"Just last month I was pleased to visit Tom Sewall of Tulsa Natural Gas Technologies, Inc. As a small business owner who installs NGV refueling stations, he is one of the most knowledgeable and vocal leaders in this growing industry. In my hometown of Tulsa, OK, a person can refuel their CNG powered cars for just 90 cents per gallon. Regular currently costs $3.95. That's a savings of more than $3 per gallon.
"The Drive America on Natural Gas Act will allow natural gas to compete on its own merits; it does not dictate that consumers, businesses, or states must use natural gas as a transportation fuel. The bill encourages auto manufacturers to produce bi-fuel vehicles, streamlines EPA's emissions certifications, and establishes a natural gas vehicle research program. Americans can ultimately choose whether natural gas powered vehicles are right for their own individual and business needs."

About the Drive America on Natural Gas Act:

Expands RFS Definitions: Expands the definition in the Renewable Fuels Standard to allow the use of CNG and LNG fuels to meet the mandates. By broadening the scope of the Renewable Fuels Standard to include natural gas, we encourage the use of a proven domestic, clean, and economical alternative fuel and also make the current RFS mandates achievable. Additionally, it sends a signal to the nation's automakers and fuels industries that natural gas is a competitive option as a mainstream transportation fuel.

Broadens Alternative Vehicle Tax Credit: Broadens the Alternative Vehicle Tax Credit to include bi-fuel vehicles. Currently only "dedicated" vehicles or vehicles which solely run on natural gas qualify for this credit. This narrow definition actually discourages the sale of bi-fuel vehicles - those which can run on both conventional fuels and natural gas fuels.

Establishes a Natural Gas Vehicle Research, Development, and Demonstration program: Several years ago, the Department of Energy had a robust Natural Gas Vehicle Research Development and Demonstration program. This bill once again establishes that program to research, improve, and develop the use of natural gas engines and vehicles. The program will assist manufacturers in emissions certification, will develop and improve nationally recognized safety codes and standards, will examine and improve the reliability and efficiency of natural gas fueling station infrastructure, and will study the use of natural gas engines in hybrid vehicles. Additionally, it requires the Department of Energy and the EPA to coordinate with the private sector to carry out the program.

Streamlines Emissions Certifications and Regulations: Directs the EPA to establish a state demonstration program to streamline the regulations and certifications currently required for the conversion of vehicles to natural gas. Today's regulatory burdens are daunting for those in the business of converting vehicles to run on CNG or LNG. Currently, EPA imposes virtually the same certification requirements on NGV aftermarket conversion systems as they require on automakers.

We are headed towards socialism and communism when the government starts compelling free enterprise to do anything. We are in this situation because the government started compelling people to do things without the Constitutional authority to do so.

You don't have to give up more of your freedom in order to solve this problem. The American people can compel automakers to manufacture natural gas cars by simply buying natural gas cars. It is up to you and the rest of us to convince enough Americans, who take your advice of their own free will, to buy natural gas cars. Stop asking the government to do things that they are not supposed to do.

This Congressman swore to uphold and protect the Constitution but, evidently, has never read it.

We need a more proactive Supreme Court to stop things like this from happening.

The fact is that Congress has to mandate the building of Transmission lines so that renewable energy, when it is created from Wind, Solar and ? can get to the users of that electricity. The market, free interprise, is not and can not build those Transmission lines. Please, take the glass bubble off your head, it is a world economy out here and governments are creating the infrastruture.
You opinion held water twenty years ago but it is a different USA now and will never return to your old USA. It is bigger, the problem is bigger, over $700 billion a year of capital is leaving our country for oil, listen to T. B. Pickens, a billionaire which still is asking for help from the Congress and Administration. If a Billionaire, can not do it with his money and power, then your opinion does not hold as much water as you may think.

What on this earth is your plan, reply to me with the hard facts.
right now the EPA is taking the cost of conversion kits that would cost $1k-$5k and driving them up to $5k-$18k because of their overzealous certification process of the CNG conversion , Californias CARB is even worse, instead of $50k-$100k with the EPA it costs from $200k to $300k to get it past CARB.

Americans are compelling the government to take action and government will often subsidize an industry til it makes it big. In China they are subdizing solar and many other industries that are robbing us of mfg jobs. And none of those issues is as critical as punking OPEC is...

We need CNG , HEMP, WIND , SOLAR , NUKE, etc etc etc and we need them on large scale basis like WIND FARMS, SOLAR FARMS , as well as your own home version if it makes sense for you area/property...

You are absolutely right and I know how all these types of actions make you feel.
The solution is easy to do but hard to make happen.
First, Americans, must ralley around T.B. Pickens, a billionaire. You already said it, we, simple people are being taken advantage of. We, simple people always do, because we want government to do it for us. We want and We want, we live in a let the insurance do it world or let the police do it world or let government do it world but we have to organize, UNITED WE STAND, devided we fall.

Until you get cars and trucks which already have conversions on them, then you will subjecting yourself to all the evil of capitalistic actions which will happen from the fear, the ignorance and the not knowing of what you can do for yourself.

Your reply, only spreads fear, literally all you have to fear is fear itself.

I own a 2000 F-150 Liquid Propane and Gasoline truck which I bought after it was used.

So, you can be a VICTIM or you can be PROACTIVE, take CHARGE and make the reasonable happen, behind a man like T.B. Pickens.

Lastly, the sooner, we realize finally, that our government is corrupt with its own kind of story after story, put off after put off, the only thing washington is good for, is very slow progress while the middle class loses.

I agree. Congress should provide the needed and extended incentives to get nat gas retailed as an available auto fuel in the US, to encourage our auto industry to make nat gas fueled autos here in the US. But mandates, no. I think the incentives will be enough to get the ball rolling.
So thats it, we just sit down, take it up the ause and let the machine continue running our lives, our country and our energy needs into the ground.

How small, how little your commits would be little our abilities to unite around a Billionaire with a plan, with a plan he is doing, with a plan he is mass media on TV and Wind Turbines to generate energy, you were just turn your backs because of "Logic Tells You" that all this is just impossible.

Go then, crawl back into that h*** and let the Political Machine run your thoughts, Americans like me, purchases used already converted trucks and cars, Americans like me purchase brand new Honda CX running on Compress Natural Gas, Americans like me do not ever let the Political Machine run my life.

NEW LEGISLATION TO INCREASE THE USE OF NATURAL GAS AS TRANSPORTATION FUEL

Washington, D.C. – Rep. Rahm Emanuel and Rep. Dan Boren will introduce legislation today to increase the use of natural gas vehicles in America over the next ten years by providing incentives to consumers to purchase natural gas vehicles, automakers to manufacture natural gas vehicles in America, and service stations to install the infrastructure necessary to fuel natural gas vehicles. By providing an array of incentives, the New Alternative Transportation to Give Americans Solutions (NAT GAS) Act establishes a framework to achieve the goal of increasing the percentage of natural gas vehicles on the road to 10% of all vehicles by 2018.

“This proposal is a hat trick for America: it’s good for our environment, good for our national security and good for families,” said Emanuel. “Our addiction to oil has only gotten worse and drivers are suffering each time they fill up their tank. Encouraging the use of natural gas will help end our dependence on foreign oil and save money for families across the country.”

“By fully utilizing our nation’s vast natural gas resources, we have a real opportunity to make a positive and sweeping impact on our energy and economic future. Coming from a producing state, I believe this legislation will spur economic growth and job creation. Most importantly, it will increase the nation’s energy independence while providing hard-working Americans with a cheaper, cleaner alternative to the rising cost of gasoline,” Boren said. “There are also provisions that greatly encourage market development so that current and future NGV owners have more locations that serve their vehicles.”

“It is important to break the monopoly of the oil industry at the service station, and to offer drivers freedom of choice when it comes to how they power their vehicles,” added Sierra Club Executive Director Carl Pope.

Emanuel and Boren’s legislation would provide incentives to encourage automakers to make 10% of their fleet vehicles that run on natural gas by the year 2018. The bill would also offer new incentives to make natural gas more readily available for drivers and could enable the construction of natural gas pumps at 20,000 gas stations across the country. The legislation:

- Offers a $90,000 tax credit to encourage gas station owners to install natural gas fuel pumps.

- Provides $2.6 billion in bonding authority to states to provide no or low-interest loans to service stations to install natural gas pumps.

- Provides $5 billion in bonding authority to encourage the re-tooling of U.S. manufacturing facilities to produce natural gas vehicles.

American automakers have the proven technology to produce vehicles that run on natural gas. General Motors currently makes four different natural gas vehicles in Europe and Asia, and both GM and Ford previously manufactured a wide range natural gas vehicles for sale in the U.S.

The NAT GAS Act would also create jobs and help offset recent declines in the SUV and light truck market. Estimates indicate that increased demand for natural gas powered vehicles and natural gas production could create 500,000 US energy industry jobs.
