The wealthy could not care less about the high cost of fuel. They continue to buy yachts and fill their 1,000 gallon tanks. They fly their private jets around with no thought about the cost of fuel, or how much they waste. So slap a $10 per gallon sur tax on all oil based fuel used by recreational vehicles, vessels and private aircraft. Including any non commercial vehicle that does not get at least 25mpg and increase it by 1 mpg per year. Let them use cheaper alternatives fuels, if they can find one. Tax all other oil based fuel so that the price does not fall below $5 per gallon. That would get us off oil quick and keep us off oil. Also outlaw any fuel that competes with food, such as corn ethanol.
I'm not even sure the $10 tax would do it. Maybe force all nonessential fuel uses to be alternatives. That would over time get an alternative fuel and distribution system in place paid for by those who can afford it. Like those who buy new expensive technology when it first becomes available.
