All buildings in America can install solar panels. The Pickensplan can install the panels on all the homes, apartment buildings, and commerical buildings in America and in return whatever the electricity watts those places use, they can send the money to the Pickensplan. For example: A building/home uses 4000 Kilowatts, the solar panels help generate 1000 kilowatts then 3000 kilowatts money goes to the electric company and 1000 kilowatts goes to the Pickensplan, this is the fastest and smartest way to save energy and money. The panels' costs are to the places that received them and their electric usages pay toward the panels installed. If the panel cost $10,000 the payment they pay for using the panels to the Pickensplan will count toward the cost of the panel; in the end, the panel is pay for and it belong to the one who uses them. One thing on this idea is the Pickensplan need to foot the cost of the panels upfront and received the payment later from all those use the panels.

The fast smart way is to drive less. Let's say the average reasonable annual miles driven for each vehicle is 10,000 miles. Let's say the average is 15,000 miles. If we can get closer to the reasonable number by carpooling, telecommuting and just living closer to where we work, we can make a big difference at a lower cost.
This is good idea, you can start building a network of carpool and ask people to live closer to their job.
People will live closer to their jobs or perish. It is not me that will get them to do it. When gasoline is $10 per gallon and not available, they will wish that they had not moved to the suburbs 40 miles away from work. Just like they now wished that they had not bought that huge gasoline guzzlng SUV in the garage of their suburban house.
