I believe you should go to the DOE Nuclear Office site before you make such statements. The Liquid Sodium Fast Reactor is still alive, in concept, as are other breeders. The leaders in such investigations are the INL and ORNL, along with international parnters. Some of the materials problems must still be overcome, which will delay deployment. One biggie is the 'creep' of graphite exposed to fast neutrons. It may be faster to use accelerator driven systems to generate fast neutrons by spallation of a beryllium target in a proton beam, then focus the beam on the spent fission fuel to 'burn' the actinides by transmutation. This may not be a commercial way to efficiently use all the energy, but it has much to say for it as far as nuclear security goes. As far as I know, our government is not pursuing this course, but partner countries are, like Japan.
As far as 'fail safe' thermal regime reactors go, I like the Gen IV concept of the Very High Temperature Gas Reactor. INL is pushing for this one. When the Gen IV committee first reported in 2001, they thought this concept might be available by this year. Now, it is more like 2020. The only gas cooled reactor that I know of was in South Africa, and it shut down due to lack of funding by the SA government. (How about some foreign aid??) The fuel can not 'melt down' like 3 Mile Island, and it can't have a steam explosion like Chernobyl. The 'pebbles' are not even capable of high concentrations of Pu- 239, since high levels of U-235 are not required. The prismatic fuel concept of General Atomic may be better or may not, it has yet to be demonstrated.

Hyperion knocked the nuclear industry on its heels last year when company officials announced the ultra-small reactor, which already has more than 150 purchase commitments from customers such as mining and telecom companies. Unlike most reactors, Hyperion transportable reactors are sealed at the factory and are not refueled onsite. When the reactor has exhausted its fuel, it is returned to the factory and a new reactor is simply installed in its place.
