The following links to Websites are one way of Contacting Congress. I find these links to be the quickest at getting to the "contact web form" used by most of Washington.

Write your thoughts / suggestion / question on ms word and copy it to clipboard

Then its just click click click paste click, next.... and you can send an email message to 100 senators and fifty govs in about 90 minutes. Realize of course that these emails are read by functionaries for the intended recipient. I suspect that they provide an executive summary for the senator/governor with regard to how many emails they are receiving about a particular subject. So for this energy independence idea, spam the hell outta congress!
