I have spoken with the EPA coordinator of the certification process required for CNG conversions of existing gasoline-powered vehicles. He indicated the EPA is developing rule changes to be considered in December, 2009 which will make the process much more user friendly. THIS IS SIGNIFICANT!!!

Currently, the EPA certification system is expensive and time consuming which precludes the average non-commercial vehicle owner from converting to CNG.

That is good news. The Department of Energy and the Department of Transportation are both aware of this situation. Getting the various departments to work together on practical regulations would help. EPA is there to protect the environment and no one is asking them not to, but simpler, easier and lower cost procedures would really help.
