While the price per barrel of oil has fallen over the past nine months,
the percentage of oil we import has not. Over the past 12 months we have
continued to import nearly two-thirds of the oil we use.

Most of the oil we import is used as a transportation fuel - cars, trucks,
aircraft, boats and trains. About one barrel out of every five is used as
diesel fuel to power heavy trucks - 18-wheelers.

I am all for developing battery and fuel cell technology. Or some other
technology which is still in the laboratory stage. But neither batteries
nor hydrogen are ready for widespread distribution to our national fleet
of approximately 250 million cars and light trucks. A battery also won't
push an 18-wheeler. The only fuel which is available to reduce our
dependence on foreign oil is domestic natural gas.

Due to recent advances in technology, we now have the ability to recover
natural gas from the enormous deposits in Texas, Louisiana and Appalachia
in the lower 48 states. A recent CERA study showed there are enough
proven reserves in the Continental United States to supply our needs for
the foreseeable future.

Natural gas is cheaper than diesel fuel. Natural gas is cleaner than
diesel. And it's ours.

Congressmen Boren (D-OK), Larson (D-CT) and Sullivan (R-OK) recently
introduced a bipartisan bill, the NAT GAS Act of 2009, to incent industry
to replace older diesel trucks with newer natural gas vehicles - it's a
great step in the right direction. It will provide the momentum for
engine manufacturers, natural gas producers and natural gas distributors
to ramp up and make a real difference in our dependence on foreign oil.

I hope you will support this important legislation. I will be watching
your press and floor remarks for statements of support.

America needs a comprehensive energy plan and we are looking to our
leaders in Washington to help provide one.

To make this work, we have to move in three areas. Part one is legislation
that will establish the legal underpinnings for siting, design, building
and operating a 21st century transmission grid.

To move the energy from solar and wind farms - largely in rural areas - to
the population centers where that energy is needed will require a new
grid. Antiquated state laws and regulations will not permit a seamless
transmission system so this legislation is necessary to allow FERC the
same authority as it has for siting gas lines.

Part two is an achievable national Renewable Electricity Standard (RES)
that would include tradable renewable energy credits as part of the
transmission and grid effort. A national RES that increases over time will
be economically achievable as transmission becomes available to bring
power from renewable sources to multi-state regions.

While 28 states now have a Renewable Electricity Standard, a single
national RES would allow producers, utilities, and rate-payers the
opportunity to know with whom they were doing business, when that business
will begin and what the terms of that business will be.

The third and final leg of the renewable energy stool is an Energy Bank.
Congressman Chris Van Hollen has introduced the Green Bank Act of 2009,
which will provide long-term, low-interest loans to permit ranchers,
farmers, communities and companies to utilize our vast wind and solar
resources.

The American people are looking for leadership in making a long-term
commitment to renewable energy. The way to do this is to create a U.S.
market for renewable energy through a national Renewable Electricity
Standard and expanded transmission infrastructure.

I hope you will join me in this effort to help America become more energy
independent while taking great strides in improving our economy, our
environment and our national security.

I sent Wally an email, using the format we can send from the Pickens Plan website supporting the NAT GAS ACT of 2009. Then I went to his website and sent another one. It felt good to exlain how I felt that it is important to be energy independent and this is something that America needs to move forward.

Dear CA-02 District Members. Thank you all for your efforts thus far and your interest in advocating the Pickens Plan. As you may have noticed, I have not been to active in leading this group. While I whole heartedly support the cause, I have determined that this is a bigger time commitment than I am willing to make right now. I hope someone else will step forward and lead the charge. I am happy to help in anyway possible. Once again, many thanks and I wish you all the best. It is very easy to stop and take a moment to express your support for the stimulus package by using the form to mail page on Congressman Wally Herger's website. http://www.house.gov/herger/contact.shtml That is what I did....
