AB 560 needs to pass:
Assembly Bill 560 would increase the cap on "net metering," which gives solar customers credit on their electric bill for surplus power they transfer to the utility. Currently, a utility is not obligated to sign net-metering contracts once solar power equals 2.5 percent of its peak electricity demand, a level PG&E is approaching. AB 560 would quadruple that cap, to 10 percent.

The 21st Century Transmission Grid—A National Imperative

o If you've seen the Pickens Plan ads then you know that America has the best wind power in the world.

o In order to harness this power, we need a long-term national commitment to turn the tide against foreign oil and invest in our own natural resources—like wind and solar energy.

o Any discussion of alternatives should begin with the 2007 Department of Energy study showing that building out our wind capacity in the Great Plains - from northern Texas to the Canadian border - would produce 138,000 new jobs in the first year, and more than 3.4 million new jobs over a ten-year period, while also producing as much as 20 percent of our needed electricity.

o Building out solar energy in the Southwest from western Texas to California would add to the boom of new jobs and provide more of our growing electrical needs - doing so through economically viable, clean, renewable sources.

o To move that electricity from where it is being produced to where it is needed will require an upgrade to our national electric grid. A 21st century grid which will, as technology continues to develop, deliver power where it is needed, when it is needed, in the direction it is needed will be the modern equivalent of building the Interstate Highway System in the 1950's.

o Fortunately, there’s legislation to begin the process of building a 21st century transmission grid. Senators Dorgan, Reid and Voinovich have all proposed legislation to help build this critical grid and we applaud them for their efforts.
o Senate Energy and Natural Resources Chairman Jeff Bingaman of New Mexico has proposed a bill in the U.S. Senate that would require electric utilities to get electricity from sources like wind and solar power. This is known as a national renewable electricity standard, or RES for short. Senator Bingaman has also proposed legislation to enable new transmission lines to deliver wind and solar power to users.

o Please call your Members of Congress and ask them to support Senator Bingaman’s bill enacting a national renewable electricity standard, or RES, and the Reid, Dorgan and Voinovich bills enabling transmission lines to allow us to benefit from wind and solar energy.

Keep an eye open for daily emails from Boone about each day's specific energy theme. Then, plan to call/email/fax our members of Congress each day of the March to let them know we are serious about energy independence!

So, what can you do before the Virtual March arrives? Submit letters to the editor about the Virtual March, asking fellow Americans to join us at http://pickensplan.com/virtualmarch. Recruit family, friends, and co-workers to join us. Help recruit companies and other organizations to join us as Virtual March partners. Spread the word far and wide.

Gary Fosburg's National Energy Lottery (updated)

Here's the latest version of Gary's National Energy Lottery:

A NATIONAL EMERGENCY ENERGY FARMING LOTTERY

(By the People….For the People) (For the People….By the People)

THE GOAL (Using rounded off numbers for simplicity)

To take 100 million homes off the GRID. 50 Million within ten years that would start producing instead of consuming thus making the home market a neutral position in regards to C02 emissions. A “Neutral” carbon footprint.

The second 50 million homes that would start producing electricity would start to march to the goal of a “0” carbon footprint nationwide for home/business, etc…that installs Wind, Solar, Tide, etc…along with green appliances in the home. Cost per KWH will go down.

THE PLAN

It is a simple plan. Have a twice weekly $1 dollar national lottery ticket that would be run by the Federal Government. If $1 Billion tickets sold per week, it could generate 40,000 winners per week. Every single week of the year, another 40,000 people would be going “off the grid”. 20.8 Million Homes in 10 years effectively pumping electricity back into the grid, effectively dropping our carbon footprint at twice the speed to a neutral position. If we could get matching Federal Funds, we could double that number. Think of how many “green” jobs this will create.

The winners would be issued a $25,000 voucher which could be used for any energy generating product or “Green” appliances. Give it away. To a relative, friend or business. It doesn’t matter as long it goes “green”. Would be fully transferable to any person or entity should the winner already have such items as: Solar, Wind, etc…. The Fed’s could help by realizing it’s a donation so work installation is also a donation meaning no taxes.

Here would be a typical scenario.

If I were to win a $25,000 voucher, I would use it to install Solar in my home which costs around $16,000. The balance of $9,000, I would then use to buy “energy green” appliances such as a new Refrigerators, Washing Machines, Freezers, Heating systems, etc…creating additional energy savings. Of course, any extra energy now generated would go directly back into the “Grid” creating additional credits to my account along with generating electricity nationwide back into the grid. Based upon “Chaos Theory “, energy would be evenly distributed back into national grid structure. The extra (Approx.) $6000/yr in energy savings, I might consider buying a Hybrid, Natural Gas, Hydrogen vehicle. This would effectively make my home and vehicle to a “0” carbon footprint for our nation.


And the world would start to reduce dependency on oil with USA leading the way to worldwide renewable clean energy.

THE BENEFITS: (Why I would buy a lottery ticket)

1. No new power grid requirement (Homeowners become the power grid)

2. Increases home values

3. Excess power creates “credits” to homes

4. Starts to reduce carbon footprint immediately

5. Increases disposable income by having minimum or no energy bills.

Use Balance for Hybrid purchase to create a “0” carbon footprint.


6. Spreads installation jobs evenly nationwide; installers, mfg’ers, sales

7. Increases jobs evenly thru-out the nation in various green energy jobs

8. Increases re-cycling of old “non-green” appliances

9. No lobbyists or energy companies to fight with in Congress

10. Increases production and jobs for new green appliances

11. In conjunction with T. Boone Picken’s plan & Al Gore’s, could accelerate implementation of “0” carbon footprint to 5 years instead of ten.

12. EXTRA BONUS Resistant to catastrophic Disasters Disruptions ie; Hurricane IKE

But here' where it gets interesting. By the People…for the People…by the People now becomes the catalyst for a energy revolution movement that the people are demanding. The rapid inverse pyramid would start to drop dramatically as more and more winners now start pumping BACK these Kwh hours to the "Grid" thru-out the nation. I'm calling it, "ENERGY FARMING". It would be a random even distribution of electricity and job creation thru-out the nation helping all regions. And saves consumers energy bill costs. Consumers that don’t win will still benefit as electricity costs start to fall.
As the T. Boone Pickens plan comes on board and large corporations wanting to "catch the wave" of a new way of doing business, it will help us becoming Energy sufficient in a quick amount of time. We’re talking years not generations.

Then, as Hydrogen, Long-life battery technology, biomass, etc...becomes reality and national infrastructure of re-fueling methods becomes available thru-out the nation. My vote would be quick re-fueling of Electricity, Hydrogen, and Natural Gas. We would now have abundance of both Electricity and Natural Gas for distribution of converting gas stations completely over to something else. Hydrogen could come later with some kind of "bladder" exchange at gas stations instead of "pumping something" into vehicles. A small Hydrogen bladder re-fill station out back since we now have this free electricity to convert water to Hydrogen. Replenishment refill of (Electric) would reduce Hydrogen demands.

Pickens Plan Virtual March Talking Points

Over the last 10 months Boone has built an amazing, highly motivated army of 1.4 million people who want to see energy independence for America now. The army includes 14 governors, 7 US Senators, 52 congressmen and over 185 mayors. The Pickens Plan is also supported by organizations such as Owens Corning, the American Wind Energy Association, and American Electric Power, amongst others.

A few pieces of the Pickens Plan were addressed in the stimulus package, but we're really looking forward to the development of energy-specific legislation that will hopefully make the Pickens Plan a reality once and for all. We think the months of March and April are going to be critical.

The cornerstone of our efforts will be a “virtual march on Washington” on April 1-3. We’ll work with a coalition of supporters, and Boone’s army, over this three-day period to push energy legislation over the goal line. Our plan is to generate an overwhelming number of actions online to urge Congress and the White House to support the remaining aspects of the Pickens Plan.

We’re asking you to join our coalition of supporters and engage your members and/or employees in joining our virtual march on Washington.

Specifically, we’ll ask you to:

· Allow us to list your organization as a supporter on the Pickens Plan website.
· Send an announcement email to your members/employees about your organization’s support of the Pickens Plan and the “virtual march.”
· The week of the march, send an email encouraging your members/employees to participate in the “virtual march” by sending emails and making phone calls to their Members of Congress.

Hello everyone in CA-04.

Following Micah's suggestion I would like to get the ball rolling on the introductions.

My name is Theodore Omtzigt and I am the CEO and Founder of Stillwater Supercomputing. We are working on ultra low-power technology for the data center. Did you know that the computers of the Internet consume as much energy as the whole airline industry? At about 4% of global energy consumption, computer technology is a very prudent place to innovate with green technology and make an immediate difference. We believe we can improve data center efficiency by at least 2x, which when fully adopted would cut industry consumption by half.

Secondly, many of the computers that run in the data center run applications that are collectively referred to as business intelligence (BI) applications. They are applications that Walmart uses to figure out how to optimize its supply chain and save you money. Google uses these applications to serve you better targeted advertising, and Amazon uses BI to give you ideas about what other books you may be interested in. Since energy is such a big focus right now around the globe, the first application we are developing is BI for energy consumption-generation-trade. By more accurately predicting consumption we can generate energy more efficiently, and when we know the demand and the supply side we can better trade or control/direct the electrical smart grid that is so frequently mentioned in the context of renewable energy. We are very interested in finding collaborators to deliver and deploy our energy technology.

So, given the focus of Stillwater, I am very interested in the community that has rallied behind the Pickens plan. We all share the same conviction that energy consumption/generation/trade needs a major overhaul. I am looking forward to collaborating with the members of CA-04.
