Dear Senator Feinstein (same letter to Boxer)

The American Renewal and Reinvestment Act (H.R. 1) was passed last week by the U. S. House of Representatives. I am interested in those aspects of H.R. 1 that include the promotion of alternative energy-wind and solar; the building out of the USA’s antiquated, 20th century electrical transmission grid; and tax credits for public transportation and trucking companies whose primary delivery range is out in the morning and back to their common motor pool that night for refueling. I submit these considerations should be a primary focus of the U.S. Senate‘s forthcoming stimulus hearings. All are basic, economic stimulus that could begin to create jobs immediately and also significantly reduce green house gas emissions!

Fleet operators whose vehicular fleets or in and out for the day can immediately meet the economic justification and financial feasibility test, in the short run, for the conversion of their fleet of light and heavy duty trucks running on diesel to indigenous sources of natural gas.

Wind power generation is a proven, economically viable, alternative source of electrical power generation. (Exhibit 1). Accelerating the expansion of wind power generation in H.R. 1, via a prioritizing amendment commitment of tax credits and funding, should be a priority consideration by the U. S. Senate. American Wind Energy Association (AWEA) President Denise Bode, “The U.S. wind energy industry’s performance in 2008 confirms that wind is an economic and job creation dynamo, ready to deliver on the President Obama’s commitment in his inauguration speech to accelerate renewable energy production to reduce importation of Middle East crude oil.

The financial toll of the USA’s economic doldrums, due to lack of project financing, has already curtailed the construction of new wind power and solar energy projects for which planning, design and environmental impact statements have already secured local governmental approval. The HR 1stimulus package financing could create a short term increase in new construction jobs.

I submit and sincerely believe that the promulgation of extensive tax credits in H.R. 1 would accelerate the conversion of diesel powered trucks to CNG, construction of wind power electrical generation farms, the design and construction of an upgraded electrical grid system and create massive, high income job opportunities. A “win/win” situation via not only reducing the USA’s dependence upon crude oil imports from the politically volatile Middle East, but also significantly reduce green house gas emissions and create jobs.

Thanks for your help with contacting members of Congress regarding last week's House vote on the stimulus bill. Due to projected Senate vote next week, please fax-provided you have a fax, Senators Feinstein and Boxer requesting their commitment and support of President Obama’s stimulus bill. A personal letter, in your own words is preferred. If you do not have a fax, post your letter to their California offices as any mail posted to Washington D. C. is shuttled to a terrorist inspection warehouse and can take several days or weeks for processing and transfer to their Senate office on Capitol Hill.

Inform Senators Boxer and Feinstein of your support of the PickensPlan renewable energy provisions included in the economic stimulus bill. Emphasize the justification of the economic stimulus impact on the acceleration of sources of alternative energy, especially windpower to replace coal and natural gas powered electrical generation, which will permit the re-allocation of our natural gas resources to vehicular transportation. A “win/win” situation by not only reducing the USA’s dependence upon crude oil imports from the politically volatile Middle East but significantly reduce green house gas emissions.

President Elect Obama has pledged:
"For the sake of our economy, our security, and the future of our planet, I will set a clear goal as president: In 10 years, we will finally end our dependence on oil from the Middle East" Recently, T. Boone Pickens met with President Elect Obama to brief him on how his proposed PickensPlan could facilitate and help the President Elect expedite his commitment to end the USA’s dependence on crude oil imported from the volatile, Middle East. Congress, nor major oil refiners have proposed no plans to reduce our dependence!

In October 2008, as an advocate of the PickensPlan, I signed on as one of T. Boones’ 1.5 million legion of volunteers. PickensPlan volunteers are committed to promoting the accelerated development of the USA’s vast, indigenous, underutilized windpower resource and undeveloped natural gas deposits. A major component of the PickensPlan is the increased use of natural gas for vehicular transportation power. Two exemplary methods of reducing our increasing dependence on imported foreign crude oil and an infinite reduction in greenhouse gas emissions..

In December I was designated as the PickensPlan’s volunteer Leader/Coordinator for the U. S House of Representatives, California District 5. As Congressional District 5’s PickensPlan program Leader I was delegated several responsibilities. However, my primary responsibility: Solicit and hopefully enroll California’s Honorable Doris Matusi as a Congressional signatory to, and become a vocal, PickensPlan energy policy proponent in the U.S. House of Representatives.

I submit an in-depth Bee article detailing the PickensPlan, augmented by a BEE editorial endorsement, could help me secure a commitment from Representative Matusi and her Northern California’s U. S. House of Representatives colleagues. I posted a letter December 20 to Ms. Matusi requesting a meeting when she next visits Sacramento.

As a personally informed and knowledgeable individual, for both CNG powered vehicles and small wind powered turbines for homes and small businesses, I would welcome the opportunity to personally elaborate in more detail and answer any questions you, your news staff and Bee Editorial Board may have about the details and merits of Boones’ PickensPlan energy policy. To document the veracity of my briefing credentials, I take the liberty of attaching a bio of my CNG, wind power and historical professional employment qualifications prior to my retirement.

In summary, Sacramento’s and the Bee’s advocacy of Bones’ PickensPlan energy policy is presently buttressed by the economic justification and financial feasibility of Sacramento’s pioneering replacement of their diesel buses with CNG powered buses and SMUD’s extensive Suisun Bay windfarm. Hello, CD-5 members. I have a 26 year tenure in the oil industry from Colorado oil shale research, to being and independent oil marketer/distributor/retailer in Grand Junction, Colorado, to retiring as the California indepdent Oil Markets association Executive Vice President.

I installed the USA's first commercial, 24/7 unattended, computer controlled CNG fueling station in Grand Jct in 1982. I converted my GMC suburban to a flex fuel CNG/gasoline vehcile.

I am a firm believer and supporter of PickensPlan of CNG/LNG fueling.
