What does it actually TAKE to become the District Leader for Orange County District 48 in California?

I've sent two emails to the address indicated volunteering for exactly that, and never heard a word back. Is something about this website not working properly or not updating often enough? Anyone ever had similar email difficulties here?

The guys from American Chopper build the first natural gas chopper! The chopper's creation was aired on the Discovery Channel this past Thursday. Built to show America the promise of natural gas as a clean energy resource, and in conjunction with Chesapeake Energy's 20th anniversary, the talented crew from the hit TV show American Chopper partnered with the company to build a natural gas-powered bike. I will be on the road for a few months and will be promoting cleaner energy as I am promoting USAservice.org - Because of the support os some with The Pickens Plan we have now hit 1000 community leaders and organizers.
