All this sounds very compelling, until I realize that it sounds just too much like all those laws that try to legislate morality! That just does not work! It also would be mistaken for reducing personal responsibility from those lead footed idiots behind the wheel.

Ford will incorporate this idea into some of it's 2010 Models: "Smart Key".

Screw the "personal responsibility" of those "lead footed" azzholes!

If they're in a vehicle, which is safely designed with enough HP, speed, and acceleration to comply with highway demands, then the Vehicle will be capable of: DOING THE SPEED LIMIT, and NOT ILLEGIALLY EXCEEDING IT!

That's the Point - Why Trust Any1 to Obey the Law? 'member that ole sayin':
Ya Can't Trust Any1! I'd say that especially applies to Operators on the Highway.

As far as the MORALITY goes, what sort of Morality is it to continue to allow Auto Manufactures to Design, Promote, and Sell Vehicles intentionally built for the sole purpose of eXceeding the Legal Limit?

From a Safety point of view - they insist they're installing functions like:
AirBags, while adding the most absolutely UN-SAFE Component of EXCESSIVE SPEED, and HORSE POWER!

THAT CAN BE LEGISLATED!

Ever drive a Rented Truck from: U-Haul? They will go the speed limit, and NO FASTER!

If a private company like: U-HAUL, can limit the Top Speed of their Vehicles by Retro-Fit,
so may the Manufactures at the Point of Manufacture!

This is not some nebulous appeal to a person's emotions, which I agree, cannot be regulated...

These are synthetically produced MACHINES!

And their Performance may FOR CERTIAN, and ABSOLUTELY be REGULATED!

Out-of Touch Designers, infatuated with high speed (like 160 m.p.h.) imported sports cars,
as their dream cars prove, by their own words, and attitudes that they have no intention of providing practically designed vehicles for the American, and World driving Public.

Quite the opposite. More out-of-touch vehicles with design 1st, engineering 2nd.

Need to make the Roads, & Highways safer for Electric, and Hybrid Solar Vehicles,
which will be smaller, lighter, less powerful, and will only need to attain Top Highway Speed.

It's Criminal!!!

Vehicles are considered 'Deadly Weapons'. This past week, in St Louis, MO a carjacked vehicle traveling at speeds reaching 100 m.p.h. < 110 m.p.h. on City streets slammed into a vehicle being drived by a 24 year old father. The carjacker, a 19 year old was charged with: MURDER. The Automotive manufacture, Oldsmobile, whom designed that excessive speed capability into that car should be also charged as an accessory to that crime. The excessive speed capability; increase in the velocity of the mass of the car, substancally increased it's leathality transforming it from a passenger vehicle into an uncontrollable missile with the ability of a weapon to kill. This is just 1 incident. 1000s of High Speed crashes occur every year. Yet just as each of these manslaughter machines are destroyed, replacements are rolling off the assembly line with the manufactures full knowledge of the hazzard, danger and threat they pose as Leathal Weapons to the Driving Public. That's knowledge aforethought. That's Criminal intent. That's accessory to a Crime in progress which begins just as soon as 1 of those Manslaughter Machine is driven off the Dealers lot.

Yet another "There oughta be a law!" ??? C'mon, Kenn. This is uncharacteristically dull for you. You're a smart guy.

There ARE laws. Too many of 'em to count, let alone know what they all mean. Is it any wonder that no one respects them? Could we PLEASE -- just once in my lifetime -- have a government that can do SOMETHING besides make up more useless laws ?

I, or you, or anybody who really wants to can defeat any governor the car companies can build (and charge us extra for, BTW).

I can see it all now -- the NRA spins off the NCA (National Car Association) and promotes it with:
"If you outlaw horsepower, only outlaws will have horsepower." And when they choose to use it, police interceptors will need SWAT support.

Not to worry though, because it will never happen. Too many government agencies rely on the random road tax revenues (speeding tickets) to support their budgets.
