Petition for Wind Energy Corporation

"Every guy that ran for president clear back to Nixon said he would make us energy independent, but not one (blank) thing has been done"; claims T Boone Pickens, founder of Mesa Petroleum that challenged the big oil companies. Now, he is investing in wind turbines. Wind energy is clean renewal energy.

Let us, the People, petition our representatives and senators to implement a Wind Energy (WEC) Corporation to produce power from wind energy. It will reduce global warming, our dependency on oil, price of oil, oil imports and trade deficit. Dollar will appreciate and we will save money as imported goods cost less. It will create employment; and open markets to manufacturers. It will free our foreign policy from oil. Our leaders will not be obligated to support dictators and tyrants. We will no longer be the hated American. We will be safer both at home and abroad. Also, we will set an example for other nations to follow.

We must present a People's petition. It would demonstrate that we are committed to make ourselves energy independent and to reduce global warming. Our petition will be an example for others; projects initiated and supported by People will mushroom all over the world.

THE PETITION

We, the People, petition that

1. The Federal Government invests $25 billion per year, roughly 22.5 cents per day for each of the 303.824.000 citizens, in a Wind Energy Corporation (WEC) for production, use and storage of power generated from wind energy.

2. The money for WEC should be raised by Federal tax rate increases on all items EXCEPT the individual income tax.

3. The additional tax rate, Wind Energy Tax (WET), must be adjusted annually based on collected funds. Excess amount, if collected, must be maintained in an Escrow account to reduce collections the following year. Shortages must be made up by short-term interest bearing borrowings from US Treasury.

4. The money collected must regularly fund WEC so it can effectively operate.

5. WEC must be held in a Trust for the benefit of the People.

6 The Trust must be managed by U.S Government Accountability Office (U.S. GAO) in collaboration with a Board of Trustees consisting of one member each from, United States Environmental Protection Agency (USEPA), United States Department of Agriculture (USDA), United States Department of Energy (U.S.DOE); Society of Automotive Engineers (SAE), Institute of Electrical and Electronics Engineers (IEEE), American Society of Civil Engineers (ASCE), Structural Engineers Association (SEA), American Wind Energy Association (AWEA) and National Wildlife Federation (NWF) to ensure oversight of WEC by the world's best experts.

7. WEC must be operated as a business according to applicable Federal and State laws.

8. WEC must engage in (a) research and development (R&D) of technologies associated with power production from wind energy, power transmission and storage, and (b) installation and operation of wind turbines, transmission lines, power storage systems, and support equipment. Its goal must be to effectively produce power from wind energy so the nation can achieve self sufficiency.

9. WEC must supplement and not replace other efforts and initiatives to attain energy sufficiency. WEC must deal exclusively with power production from wind energy. We support other clean power production methods and hope they would be implemented.

10. WEC must operate and maintain wind turbines and market the power. It must be audited annually. We, the People, must be provided an Annual shareholder's report via internet or in print form when requested in writing. A website must be maintained so progress can be monitored by us and feedback provided, as appropriate,.

11. WEC must, on five year average, spend at least 80 percent of its annual budget on installation, operation, and maintenance of power producing wind turbines, and necessary infrastructure. The wind turbines must be installed on public land, on donated property, and offshore. Site selection must utilize generally accepted cost/benefit analysis to ensure optimum return on investment. On conclusion of the first five years, with 80% expenditure of the annual budget on power production there would be approximately 30,000 wind turbines installations capable of generating 75,000 Megawatts of electricity, sufficient to meet the need of 20 million homes.

12. WEC must purchase services, components and systems made in the US to create jobs. At the conclusion of five years there would be approximately 100,000 direct jobs and 250,000 indirect jobs contributing taxes to the US Treasury and welfare of the society.

13. WEC must procure all services by bid to ensure fair and open competition.

14. WEC must generate energy to the maximum extent economically feasible. Excess energy must be stored by appropriate method, e.g., in chemical form as hydrogen by electrolysis of water or in mechanical form as water at a higher potential.

15. WEC must sell hydrogen for use in transport or in furnaces. Hydrogen availability would make fuel-cell based transport competitive and popular. This would reduce pollution in our cities.

16. WEC must sell oxygen if it generates income.

17. Sale of energy, hydrogen and oxygen would generate income. We estimate power produced by WEC will reduce approximately 280 million tons of carbon dioxide annually, equivalent to that emitted by 60 million cars at the conclusion of five years.

18. WEC must supplement its budget with earned income so the operating budget and wind-turbine installations continue to increase each year. We estimate there would be approximately 75,000 installations, 150,000 direct jobs, 375,000 in-direct jobs, and reduction of 700 million tons of carbon dioxide annually, equivalent to that emitted by 150 million cars, after ten years.

19. WET must be discontinued when the nation has achieved energy sufficiency.

20. WEC must continue operating. WEC must annually donate funds greater than operating budget to the Social Security fund thus returning back to us, the People, the money we invested in WEC.

I agree with the idea except Item 2. More taxes are not the answer. Changing the way we think is. TBP's plan to convert fleets to CNG is a good plan that does not raise taxes on us, or companies that produce goods for us. Any increase in taxes on companies WILL be passed on to the consumer resulting in more expensive goods across the board (also known as inflation). Yes, there needs to be more funding for alternative energy, but not at the expense of the entire economy. The point is to get Americans to buy American energy, not foreign oil. The resulting profits will stay in this country and pay American workers. With the high price of oil, I think that ethanol is closer to the same price as gas from oil, so subsidies can now be diverted to alternative energies. Also, as those who can afford to convert to the alternative energies do so, the gas becomes cheaper for those who cannot afford to buy a new hybrid or alternative fuel car. And, as we use less fuel oil for electric production, that also reduces the cost of gas and our dependence on foreign oil. Eventually. as these technologies mature and vehicles are on the market second hand, more people can afford to get off gasoline. This plan helps to create a downward spiral for foreign oil consumption and an upward spiral of AMERICAN fuel usage.

There is no free lunch. To implement a Plan you need resources. The People's Petition raises the capital by increasing all Federal taxes EXCEPT the income tax. The average person will hardly feel the effect. Telling the Govt where to find the money to implement the Plan hastens the Plan. Without a defined source of funds the Plan will get bogged down for decades in the House and Senate. Eventually, the funds will come from People, either as increased taxes or reduced services. John, there is nothing for free. I think once the Plan is implemented an average person will save more than the cost by virtue of reduced price of fossil fuel, inrease in the value of dollar and decrease in the cost of imported goods, increased employment and reduced aid to the unemployed, etc. I hope you decide to sign the Petition. Each endorsement is precious.

I agree with the answer of Alankar that nothing is for free especially in this country.
With the high cost of alternative energy you will not find an entrepreneur ,who will do a business without profit.
So were does the money come from.
From Washington DC?
These guys have a record of discussing energy plans without results for years.
The reps want support the industry the democrats want to raise taxes.
So I think we first need new leadership ,which is not corrupted by pork projects or promises to sponsors after the election.
If this will be possible in DC has te be seen.
Second there must be legislation ,so the production of alternative energy can get out of niche market ,where it is now.
I think this will start in various states like the immense problem with health insurance.
Washington is just too bogged down in politics and these guys are afraid they will loose their seat in the house or the senate.
That only the market will regulate problems has not been successful
Detroit pushed out infrastructure and the AMTRAK is bleeding money .
The bridges of many states needs repair and if privatization of highway will solve these problems has to be seen.
The health system is the most expensive in the world and ever fewer can afford it.
So for the energy problem ,which I think is really urgent,we can not really only wait until the train takes off by itself.
It needs some fuel but right away.
The big energy companies I think will be more than happy ,do pick up this extra money.
But will this be the right way?
Like Esso they do not want to go alternative
This time the funds must go down to the right sources like research and individual investors.
The more energy you feed back in the grid the less you need from dirty coal plants.
The technique is here and we should use it.
If more users install the panels ,the prices will go down.
But with $ 9000 for a kW it is just too expensive.
So we should press our legislators to do something and fast.
The $ 600000 from Annapolis for PV is a start ,but only a start.
These funds were gone within 3 weeks time.
I think our future is worth more than $ 600000.

Well, according to TBP, the money comes from private enterprise. He is willing to build windmills, he needs our help in getting past the barries called federal and state government.

WE need to support all who want to generate power using renewable energy. The proposal should be cost effective and not a boondoggle.

I really like what I see here. It's a real shame that our Government is so slow. A fairly simple way to help put money into this investmant in OUR country would be to offer a buy in so to speak by allowing even the average citizen or small business to purchase stock/shares in the Plan or a portion of the plan. It's probably a dumb question but could a group of people contribute towards the cause? If we can get enough Americans to see what GREAT benefit to this country the PickensPlan would be I know that alot of us would be wanting to do just that. Just look at what even small contributions from a great number of people could do to invest in the Plan.

I am not a businessman. I am an Engineer, a Systems Engineer. I have put forward an idea, Nearly six hundred citizens have endorsed it. I need more support. Small contributions of all citizens, via taxation, in good times and bad times will help us reach Energy Independence. People's Petition avoids bickering and unnecessary debates. We get to solving the problem. I hear a lot about Energy Independence in Presidential debates. I hope something worthwhile occurs. Please endorse the People's Petition and also the Pledge on this site. Put my name in the comments section. I am a member of Pickens army.
