Thank you for contacting me regarding global climate change. I welcome your thoughts and comments on this issue.

As you know, much scientific data relating to global climate change has been compiled. A preponderance of this data suggests that greenhouse gases have increased in concentration in the Earth's atmosphere, causing the Earth to warm. However, significant scientific data also substantiates the view that the Earth is warming due to normal fluctuating temperature cycles. This suggests that the current warming period of Earth is neither anomalous nor necessarily influenced by human activity.

I believe that the potential dangers of global climate change due to human activities merit additional research. I have supported numerous initiatives to increase conservation, including corporate average fuel efficiency standards, which will reduce fossil fuel use. For example, I voted in favor of the Energy Policy Act of 2005, which the President signed into law on August 8, 2005. This legislation provides tax incentives to encourage the design and improvement of energy-efficient homes and vehicles. Tax incentives are also included to promote alternative energy use, including solar, wind, ethanol and bio-mass. In July of 2006, Texas became the nation's leading producer of wind energy, illustrating our state's commitment to alternative energy production.

In June 2008, the Lieberman-Warner Climate Security Act came to the floor of the Senate. This bill aimed to reduce U.S. emissions by 66% by 2050 through a cap-and-trade system. Through such a system, the Federal Government sets a cap on emissions for certain industries, and companies in these industries are forced to buy permits for all emissions over the cap. The revenues generated by this cap-and-trade system - estimated to be around $6.7 trillion - are taken from American manufacturing and energy industries to be redistributed elsewhere. Not only would this bill essentially impose a $6.7 trillion tax on American manufacturing and energy production, it would also cause a loss of jobs and an increase in electricity and gasoline prices. For this reason, I was not able to support the Lieberman-Warner Climate Security Act.

I believe that future federal action relating to global climate change should use the most up-to-date and reliable scientific data, as well as carefully consider the economic and social costs involved. We must act in a responsible way to clean our air and address the issue of global climate change, while maintaining a level playing field for commerce. We should not, however, adopt international treaties that place American businesses at a competitive disadvantage in the global marketplace, while ignoring the proliferation of pollutants by developing countries. Please be assured that should relevant legislation come before the full Senate, I will consider it closely with your thoughts in mind.

So, where exactly does the problem lie?
And, are we *certain* of this?

Is this truly simply a matter of swaying the public
with Government and Industry to follow that pull?
If we can get down to the definite answer to this,
it will make our job much more exact and the road
to success clear.

I'm personally not convinced that Big Oil isn't
at the heart of the resistance. The public is driven
primarily by price and availability. Both of those
elements are in the firm grip of the Petroleum faction.
You can sell LCCZ (liquefied compressed Cheese Wiz)
at $1.25/gallon if cars ran on it with roughly the
same fuel economy. Sadly, most people aren’t willing
to pay a premium to save the polar bears, cool
the planet down, reduce SMOG..etc..etc… Get a better
product in the pipeline at the same or better price point
and you have everyone’s attention. So, integrating
green energy into the system and going to scale
are key. Hence, my position to turn petroleum into
partner instead of combatant.

The talk about National Security doesn’t mean too
Much to Joe Q. Public either. We all know how
important this is but convincing Joe that paying a few
thousand dollars for a natural gas conversion and
driving an extra 30 miles to find a gas station to
“be safer” won’t sell. To him “National Security” doesn’t
extend too far beyond his immediate home and
neighborhood. Again, he understands *price* and *availability*.
Everything else is commentary and a bonus.

The active, passionate and intelligent people involved
With Mr. Pickens and this plan are not, for the most part,
“typical Americans”. But, we must understand that getting
the message across and satisfying the principal drivers
inside *Joe Q.* are essential to success.

Hello, I have been doing some research. Many states already have a state savings bond program and they are many times tied in with a college savings program. Also, there is a treasurer for most states as well as an office of energy. For example it is called SECO in TX. Also, in TX the treasurer was abolished in 1996 and now is the comptrollers office. I will be contacting several of these offices tomorrow but cannot do it for all 50 states and will focus for California and Texas. Please keep us updated if you make any attempts yourself.

Great news. Once you get inside, I don't know how they can ignore your Energy Bonds. I'm already waiting on line to buy mine. Our savings aren't doing anything worthwhile where they are. Hey...no pushing...jeez! Hurry up will you Mike...the crowd is getting restless:>).

MY QUESTION: What is the single largest obstacle to implementing the Pickens Plan?

ANSWER: Being complacent and doing nothing thereby keeping the status quo.

Does doing nothing (meaning that we keep the status quo) result
from being stonewalled by big oil? If so, wouldn't a collaborative
approach be more affective?

Here are my comments from the last message:

Comment: I believe that "Big Oil" represents the most substantial
threat to achieving our energy goals. I think a more collaborative
approach would be more effective than a combative one. If allowed,
I think they would become excellent willing partners in mutual success.
Their massive infrastructures provide a basis for building the New
Energy Economy and represent substantial existing investments that
can be leveraged. The production systems are fully developed from raw
resources to consumer access. Why reinvent the wheel? I feel certain
that, when offered the chance, they will select cooperation over extinction.
I believe the most forward thinker in the space is British Petroleum.
They seem to "get it".



There are no better (or even OTHER) plans circulating in Washington.
Per this call, Mr. Pickens stated emphatically that we must get this
legislation ahead of the health care initiatives. If we get sidetracked,
we will lose at least 1 year behind health care reform. Per Boone, oil
WILL increase in price. OPEC will continue to cut output until they reach
their target of at least $75 per barrel. They've stated this in plain view.
It will happen. Their economies are struggling with these price levels.
It is only a matter of time. For anyone interested, keep an eye on the

Hello group, I have some exciting news. I have been talking and emailing a legilative assistant for representative Hunter of the Texas state legislature regarding Energy Independence Savings Bonds initiative at the state level. I spoke to him on the telephone and he encourages anyone from Texas, no matter what district in TX, to email him about Energy Independence Savings Bonds for Texas. He stated he will happily forward all correspondence received to the correct representatives in Texas. Representative Hunter is an attorney and Caleb said there are two other attorneys working for Rep. Hunter. It is interesting to hear there is question about the legality of a state level savings bond program similar to the federal level. They are actively working on it and this is great news! Please feel free to pass on this information to anyone from Texas. Here is Caleb's email:
