I just learned that Deschutes County in Central Oregon has restrictions on any structures higher than 30feet. After reading that a turbine needs to be 30 above the tallest structure on the property - I have written the county and asked them to make exceptions. They are drafting some options to present to the board of commissioners, but nothing will change (if they change at all) until June of 2009.
The application for a permit is just a general application with a fee attached of $935.
What is happening in other areas across the nation?
This is very disappointing.

I have been waiting for the county to reply. I will let you know what I learn as soon as hear back from them.
Do you have similar restrictions or fees for permits in your area?
I am certainly hoping that our county can lift them and make it more manageable for the homeowner to start using wind energy.
