Virtually all of us here at Pickens’ Plan are in favor of making an investment into the Plan. We'd even want to contribute real hard cash. I'm sure as word spreads, everyone in the country would too. Here’s how "We the People" can do it.
If we all wrote to our electric power companies and requested an immediate rate increase of $0.03/kWh to be used exclusively as our shared investment in converting all electricity to wind, we could generate an investment fund of considerable power. Consider this. We as a nation use 4 trillion-kWh of electricity a year or 333 billion-kWh per month. Investing $0.03/kWh means an investment of $10 billion per MONTH. That’s $120 billion over 5 years. With that investment, “We the People” get “Power to the People” and each of us, as individuals, will be energy independent within 5 years.
Worried about other fossil energy sectors? Don’t! The same formula would work equally well there too! We can become a zero-carbon energy nation as fast or faster than Al Gore says.
To members of the Senate and Congress:
Do not look at this largess as a license to spend. It shall not be spent on: 1) war, 2) defense weapons and contracts, 3) subsidies to any corporations, 4) subsidies to any private sector interests, other than defined below, 4) bail-outs to the private sector, 4) fossil fuel purchases or development activities, nor 5) any foreign aid.
Over the next 10 years it is to spent to: 1) make us a zero-carbon energy society, 2) subsidize individual people to drive electric or plug-in hybrid vehicles, 3) subsidize homeowners and apartment complexes to improve energy efficiency, and 4) subsidize small businesses that improve the energy efficiency of our vehicles, homes and businesses. Any disbursement of these funds will be made yearly, by law, with no riders or clauses relating to any other matters before Congress. A yearly prospectus of account balance, fund expenditures, and projected expenditure will be sent to every taxpayer.
After that, the same investment, $0.03/kWh, over all energy sectors (30 trillion-kWh per year) will provide approximately $900 billion/year to provide: 1) universal healthcare for all citizens, 2) real mental health care for all citizens, 3) Social Security, and 4) funding additional “We the People” investments that will provide a continuous income stream for important social programs.
