On September 29th, 2006 the country of Spain passed a law that requires all new buildings in the country - both commerical and residential - to include solar panels. Residental solar panels are primarily used to power the water heaters. Commerical panels had to cover a percentage of the industries electrical needs. Other measures in the new building code enforced the use of better insulation, improve the maintenance of heating and cooling systems and increase the use of natural light.

I understand and appreciate that wind energy is an amazing prospect but I would love to know how we could go about getting something like this done in the United States. Any ideas?
