Culver: Green energy needs federal help

Des Moines Register
Philip Brasher
Thursday, December 04, 2008

Washington, D.C. – The booming wind power and biofuels industries need more help from the federal government if they’re going to continue to grow, said Iowa Gov. Chet Culver.

At the top of Culver’s priority list is an expansion of the nation’s electrical grid to transmit power from wind farms in states like Iowa to areas of the country where the electricity is needed.

“We need Congress and the administration to help us cut through the legal and regulatory red tape, that very often hampers wind and transmission projects. We can’t afford any more delays,” Culver said.

“It’s been done before with our highway system we can do it again with a national grid plan.”

One of the key problems is working out an equitable way to pay for new transmission lines, he said.

Culver also called for a five-year extension of the tax credit that subsidizes the wind industry – it is only in effect through next year – and for establishment of a national renewable electricity standard similar to what Iowa and other states have.

Both ideas have struggled in Congress. Extending the tax credit for wind power becomes more expensive every year as the industry grows, and proposals for a renewable electricity standard have run into opposition from Southern senators. The South lacks the wind and solar power resources of the Midwest and West.

Culver said the tax credit is critical to “establishing wind energy as a feasible, and permanent component of our national energy strategy.”

The biofuel industry needs automakers to increase their production of cars and trucks that can run on ethanol as well as gasoline, he said.

President-elect Barack Obama has promised to boost spending on alternative energy, and his advisers are looking at adding “clean energy” provisions to the next stimulus bill, said Dan Reicher, a Google executive who is working on Obama’s transition team. He did not elaborate on the proposals the president-elect is considering.

Obama’s advisers are trying to figure out how to boost private investment in alternative energy. “We definitely need your ideas,” he told the conference attendees, which included a number of industry executives.

The conference is sponsored by the American Council on Renewable Energy.

Hello, to the other members of the Iowa Pickens Plan group. I hope others of our fellow Iowans get on board. The state of Iowa has much to gain from the Pickens Plan, and can become a large player in the quest for energy independence in this nation. Not only does the Midwest feed the world, but it has the ability to power it as well. My photo includes my new baby girl, Sophie! She was born on the 5th of July and as you can tell I am a little excited about her arrival.

Hello Iowans for energy conservation and innovation! I would like to make this board a place for all Iowans to express their opinions, ideas, and knowledge about energy conservation and the future of the Midwest. I have developed a strong interest in this area ever since we have began seeing our declining environment personally effect us and our countrysides. I have just hit the tip of the iceberg (hopefully we still have icebergs when you read this) and would love to have everyone's input on how we can change the current course we are on. Thanks for joining up. :)

Thank you for starting this site. I do not live in your area but I am very interested on how alternative energy ideas develop across the country. Please include me on your updates and notices. I wish you much success. Aloha, Bill
