I just purchased yesterday a used Chevrolet Cavelier dual-fuel CNG car from the federal GSA at a reasonable price. Today, my automobile insurance company, 21st Century formerly AIG, said they would not insure the vehicle because the vehicle does not have a "listed VIN" and the "car was modified and they would not know how to value the repair of the vehicle if it was damaged" even though I am not interested in collision coverage.
Are there suggestions on how to obtain reasonably priced insurance? What company(ies) offers CNG insurance?

Frist I think you gave to much infomation.
The modifction is at a cost of a used kit at $2000
Next I would look for another insurance company. just give them the basic paper work
and drive.

I initially gave 21st Century (AIG) insurance just the VIN, to which they replied that the vehicle does not have a "listed VIN." Therefore, I presume, CNG vehicles, to which I am a new buyer of a used Cavalier that appears to have a Chevrolet-factory installation, are essentially "black listed," by being off the list. If one can not get insurance or if there are other economic or regulatory barriers to CNG vehicles or dual-fuel CNG vehicles, this WILL limit these vehicles usage by the public, and therefore, limit the consumption of CNG as a transportation fuel.
Robert, who in the national organization can I bring my concerns to?
