(I tried to clean the Bill up to make it more readable, the whole Bill but it is most of what was changed, HB70 was a rewrite of a previous CAA (Clean Air Act) bill, any mistakes are mine, Jim Younkin)

This bill:

Requires certain inspections, emission standards, and certifications for retrofit compressed natural gas vehicles;

Authorizes the Division of Air Quality to develop programs to coordinate amongst government and private entities to facilitate use of retrofit compressed natural gas vehicles;

Provides that a retrofit compressed natural gas vehicle in compliance with certain requirements

Satisfies fleet requirements;

Prohibits a retrofit compressed natural gas vehicle from receiving a clean fuel vehicle tax credit, unless it meets certain requirements; and makes technical changes.

Retrofit compressed natural gas vehicles, inspections, standards, and certification, compliance with other law, programs to coordinate.

An owner of a retrofit compressed natural gas vehicle that is retrofit on or after July 1, 2010 may not operate the retrofit compressed natural gas vehicle before the owner has the retrofit compressed natural gas vehicle:

(a) inspected and certified as safe in accordance with relevant standards, including the National Fire Protection Association 52 Vehicular Gaseous Fuel Systems Code, by a CSA America CNG Fuel System Inspector; and

(b) tested to ensure that the retrofit compressed natural gas vehicle satisfies the emissions standards:

(i) if any, for the county in which the retrofit compressed natural gas vehicle is 49 registered; or 50

(ii) for the county in the state with the most lenient emissions standards, if the retrofit compressed natural gas vehicle is registered in a county with no emissions standards.

A person who performs a retrofit on a retrofit compressed natural gas vehicle shall certify to the owner of the retrofit compressed natural gas vehicle that the retrofit does not tamper with, circumvent, or otherwise affect the vehicle's on-board diagnostic system, if any.

(a) After the owner of a retrofit compressed natural gas vehicle that is retrofit on or after July 1, 2010, has the retrofit compressed natural gas vehicle inspected under Subsection (1), the owner shall have the retrofit inspected for safety by a CSA America CNG Fuel System
Inspector:

(i) the sooner of:

(A) every three years after the retrofit; or

(B) every 36,000 miles after the retrofit; and

(ii) after any collision occurring at a speed of greater than five miles per hour.

(b) An inspector at a state-required safety inspection shall verify that a retrofit compressed natural gas vehicle is inspected in accordance with Subsection (3)(a).

(a) The Division of Air Quality may develop programs to coordinate amongst government agencies and interested parties in the private sector to facilitate:

(i) testing to ensure compliance with emissions and anti-tampering standards established in this section or by federal law; and

(ii) the retrofitting of vehicles to operate on compressed natural gas vehicles in a manner that provides for:

(A) safety;

(B) compliance with applicable law; and

(C) potential improvement in the air quality of this state.

(b) In developing a program under this Subsection .º [(6)] (4) ». , the Division of Air Quality shall:

(i) allow for testing using equipment widely available within the state, if possible; and

(ii) consult with relevant federal, state, and local government agencies and other interested parties.

Section 2. Section 19-2-105.3 is amended to read:

19-2-105.3. Clean fuel requirements for fleets.

(1) As used in this section:

(a) "1990 Clean Air Act" means the federal Clean Air Act as amended in 1990.

(b) "Clean fuel" means:

(i) propane, compressed natural gas, or electricity;

(ii) other fuel the Air Quality Board created in Title 19, Chapter 2, Air Conservation Act, determines annually on or before July 1 is at least as effective as fuels under Subsection (1)(b)(i) in reducing air pollution; and

(iii) other fuel that meets the clean fuel vehicle standards in the 1990 Clean Air Act.

The are only two ways we'll ever power a fleet of EV's...

1) upgrade the grid at a cost of hundreds of billions of dollars -- a partial solution

2) add Distributed Generation Concentrated Solar Power -- solves multiple issues

I think it's obvious which option I prefer.

Realizing nothing is for free,want to push ngv,ng retrofit convert,dual fuel, whatever termnogy you want to use.make it reasonable for the average American to afford. Quit trying to make a fast buck.

So Utah Highway Patrol has outlawed all non-EPA approved installation. I never cease to be amazed at the devilish actions that entrenched interests will take to protect their interests. When will righteous, patriots in positions of power (there must be some) stand up and say "ENOUGH!" Hesitant as I am to use the Bible as a base for teaching, there is a verse (1 Cor 14:8) which serves well here. Think of soldiers, prepared and assembled for battle and they await the trumpet blast that will coordinate their efforts and all they hear is a squeak but nothing they would recognize as a call to battle. Guess what. They never present a united front or mount an effective offense (or defense). I appeal to patriotic leaders to make a trumpet blast that will galvanize the people, and give them hope and courage to face the crisis and topple the oppressors of the people.

Thousands of Safe CNG Vehicles

In 2008, more CNG vehicles were sold or converted in the state of Utah than in the rest of the nation. This influx of CNG Vehicles onto Utah’s highways increased the need to ensure that CNG vehicles are safe and running clean.

Anticipating the need for trained CNG Technicians, approximately 120 CNG Technicians in the state of Utah were Trained and Certified as CNG System Inspectors and installers in 2008. There are now more Certified CNG Inspectors and installers in the State of Utah than any other State. These technicians have the repair facilities, experience and training necessary to carry out the CNG Inspections for both Safety and Emissions.

In an attempt to address public concern over the safety of CNG vehicles, in January of 2009 the Utah Highway Patrol ruled that if a CNG system was not “EPA approved” it was “unsafe” and not qualified for licensing, while a CNG system with a sticker of EPA approval was “safe”. This misguided ruling threw the fledgling but promising CNG industry in the state of Utah into death throws. It suddenly put thousands of conscientious citizens outside the law if they wanted to continue driving their clean running, safely converted CNG vehicles.

The proposed UHP 2009 inspections did not take into account the fact that all CNG systems, whether EPA approved or not, need to be verified safe and clean running by people trained and qualified to make that evaluation.

Who are CCATS and where did they come from?

CCATS (Certified CNG Automotive Technicians for Safety) was officially organized on January 13, 2009. It was formed in response to the UHP ruling that non EPA Certified CNG Installs were automatically unsafe and illegal to drive in Utah. CCATS members contend that ALL CNG INSTALLS whether EPA or not need to be tested for Safety and Emissions. If an install is safe and clean it should be legal.

CCATS currently has 8 members on its Governing Board and is open to any number of supporting members, contributing members and specialists.

Our Governing Board has in excess of 250 combined years of automotive experience. There are members on the Governing Board who have been doing safety and emission testing for the state of Utah since the inception of these programs. All voting members are certified or qualified in testing and repair of CNG systems, ASE certified A1, A6, A8, F1 and are certified CSA Inspectors for High Pressure Cylinder systems.

Our goal here at CCATS is to put thousands of safe, clean running CNG vehicles on the road and have Utah take the lead in demonstrating a viable, efficient system of certifying these vehicles on a regular basis. CCATS feels that education is the key to accomplishing this goal; educating the UHP, working with and educating various state agencies as well as educating the general public are all vital to our overall goal. CCATS will provide this education through our website, informational seminars, technical training, brochures and videos. Certified Automotive Technicians for Safety (CCATS) Proposes:

1- Providing CNG informational materials to share with the general public.

2- Creating Safety and Emission inspection procedures for CNG vehicles.

3- Providing CCATS training programs for UHP Inspectors, CNG Mechanics and CNG repair shops.

The implementation of these programs will:

1- Encourage more people to safely convert to CNG.

2- Contribute to safer highways and better air quality.


We all want clean air and safe vehicles. This proposal provides a way to encourage more CNG vehicles on the road, not less. Implementing this program can set an example to the United States and the rest of the world. Our CNG training, testing, certification and informational materials can be shared with others to promote clean, economical, safe fuel alternatives, and help reduce our dependence on foreign oil.

Hello friends of American Fuel Vehicles. Below is our latest creation. this is a game of milimeters and our vehilces outperform by miles. This is the vehicle we were going to offer to Mr. T. Boone Pickens so he would not have to be driven around in his Escalade on gasoline, when he so rudely turned off the microphone during the SLC town hall meeting.

Too bad for you Mr. P. I am sorry you are still using gasoline and jet fuel for your transportation requirements.
