Since Boone has access and implied support in the Washington beltway and the Stimulus package already includes aspects in support of America’s energy independence, conservation and the development of clean energy options…how about suggesting this…

The premise would be that as part of the new administrartions Energy Independence Plan that gas prices be ROUNDED-UP one tenth of a cent and that the proceeds are earmarked for energy conservation education in our nationwide schools from K-12.

After all, no one really thinks of $1.79.9 as anything other than a dollar eighty. It would simplify the math at the pump and the accumulation of dollars nationwide could be distributed to State Education budgets and provide a significant contribution to the objective of decreasing our energy dependence by introducing conservation techniques in our early education core curriculum. As Boone stated during his meeting with Owens-Corning, conservation is the cream in our efforts toward energy independence. It may be that school children will be reminding their parents to turn off the lights and then teach their children how to accomplish what we adults have thus far failed to learn.

Here are some interesting numbers:

*Just for example, daily gasoline consumption in the USA in 2007 was 390 Million Gallons x .001 = $390,000.00 x 365 Days = $142,350,000.00. In long hand that’s ONE HUNDRED FORTY TWO MILLION THREE HUNDRED FIFTY THOUSAND DOLLARS a year which would be allocated toward early education for conservation with kids between the age of 5 and 18. It sounds to me like enough money to educate a few adults along the way…

The Feds already collect approximately 18.4 cents on every gallon, so the reporting and collection infrastructure is already in place. They would just need to separate a tenth of a cent to an Energy Conservation Early Education Fund.

Consumers wouldn’t really feel it, and may be happy to dispose of this enigmatic penchant for a discount store mentality when it comes to gas pricing. The visibility and historic nature of even pricing will be a daily reminder to generations of consumers that they are contributing to our Energy Independence, National Security and a Healthier Planet with every gallon they buy. Getting rid of the .9 is a good thing all around.

I am grateful and proud to be a member of the Pickens Plan. We have assembled an army without uniforms, guns or bombs. Our weapon is our relentless determination to conserve the energy we produce, develop new clean alternatives and end our dependence on foreign imports.

In referencing our ability to solve the unprecedented problems at hand, President Obama has passionatley proclaimed YES WE CAN. With Boone’s leadership, influence, resources and the perspective of his long experience on the ground…he has clarified the reality…which is YES WE MUST!

BOONE, your army is with you. We can’t imagine a better legacy for any man.

Joe,
I usually agree with you, especially regarding problems with education in our country. But, I think someone slipped you a "Limbaugh Roofie" on this one. I don't want to see the Federal Government taking over Banks, Education, or GM either, but I don't believe that there is a plot to turn us into mindless drones of a National Socialist regime. Quite the opposite, I believe that President Obama, and his administration, has been encouraging input from citizens and wants to help rebuild this country and it's economy from the bottom up. We tried the "trickle down economics" and the profits trickled down into the pockets of the wealthy and the gap between haves and have-nots grew wider.

We need to rebuild by creating working class jobs building infrastructure. Highways, improved mass transit, railways, bridges, and converting to more efficient transportation will save energy and create jobs that are badly needed. We also need to build power transmission systems, alternative energy power systems, and continue research and development in battery technologies, solar conversion, and other areas related to alternative energy implementation. Building America's Future is a coalition formed by Gov. Schwarzenegger (R-CA), Gov. Rendell (D-PA), and Mayor Bloomberg (I-NYC) dedicated to supporting investments in infrastructure.

We all know that education is very important to building technological advancement, from research and development to training workers to use new technologies, and giving them the capabilities to be productive in a rapidly changing workplace. We cannot allow the government to "dumb-down" education levels for all students. Education must be flexible for all students, becoming more challenging for advanced students, and more supportive for those who need individual attention. All students should be able to advance at their own pace, not be force to march slowly in step to a meaningless diploma. It is the responsibility of the citizens, parents, and educators to work together to solve these problems.

My concern is the USA moving more and more toward becoming a socialist democracy, like Germany and Italy at the beginning of WW II. Yes, there was great progress in the direction the leadership desired - war production and perfection of the master race. Each of these focuses was based on improving the human race and protecting the planet. In order to accomplish this two areas of society had to be nationalized, education and banking. Effectively, education is now controlled from the national level in order to train youth to become mindless workers for the state (See any public school and read Deliberate Dumbing Down a free e-book at http://www.deliberatedumbingdown.com/MomsPDFs/DDDoA.sml.pdf). Federal control education is the reason for blocking vouchers, not lower quality education, indeed quality of education would actually improve.

The next thing to control by the social engineers is banking. It looks to like this will be effectively accomplished within the next 24 months. Logically, many people will object and move their accounts to small locally controlled banks and credit unions. Then, in order to "save the investment in the new national banks" the locally controlled banks will be limited or absorbed into the national system.

It scares me to death to put control of all energy production in the nation in the hands of a socialist government to help them achieve THEIR ends with may or may not be for what we would think is our best interests.

For example, what if control of all energy through energy credits or some other excuse is obtained by the federal government. Then, someone, maybe in PP, comes up with a practical easy way to get energy from the air. If implemented, Federal control of energy would be lost. Therefore, such a method of producing energy would be outlawed "for the national good" or more accurately to maintain national control. Anyone here concerned or do you think government control of energy is the answer?

I might note here that the end result of any totally free market MUST be a monopoly, control by one entity with profit the only motive. We all know how bad that can be and has been. Total control by the government is also a monopoly, but with totally unknown motives. The statement that the government is doing everything for the better good of the whole sounds good, that is what Hitler said about his "Final Solution".

Luane...Don't you sleep? As you already know...this is Ellen Brown's response to the GREEN BANK question...

The only hitch is, it's being financed with bonds, which means debt. Bonds will evidently be sold to the public on which interest will be paid, driving up the federal debt even further. The better alternative would be to simply create credit on the books of the bank against the projects to be created, using double-entry bookkeeping or accrual accounting. Checks could be drawn against this credit at very low interest or even zero interest to pay for workers and materials. The income from the projects would then return to repay the loans, canceling them out.

We have heard and read recently about a proposed BILL, H.R. 1698, for a government run GREEN BANK. There are a variety of opinions about its purpose, structure and value to the objectives of Clean Energy development and Energy Independence. Some are in favor and some agree with the general idea but have a dim view of the government’s ability to manage a successful outcome.

We respect your views and wonder if you would be willing to advance an opinion.

This sounds and reads like a true federal bank as described by Ellen Brown in the article I posted just before you posted this on the blog. If possible I think it would be a good idea to forward this to her at her website and get an opinion. There are other people qualified to comment on the proposal but she is the one I know about and she has an open forum which she participates in on her site. I haven't checked but she may already be discussing this bill.

At this point I think we must accept that the standard commercial banking industry is at least as broken as anything the federal government could do. I like the transparency of following the activities of the daily operations of this entity. If we, as citizens, avail ourselves of the opportunity to monitor what is going on it presents the means to correct any errors we think are occurring. Its better than what we have now. There is NO transparency in the current situation. We are the Government, or at least we are supposed to be. If we watch the henhouse we can outfox the foxes.

We could pull up the structure of the North Dakota State Bank Ms. Brown described and see how the two compare. That one seems to have worked well for a long time--almost 100 years.

On first reading, some, myself included, felt it demonstrated parallels to KENDALL ENERGY BONDS...if not in the structure of accumulating the funds...at least in the intent for their use.

How would you interpret this BILL?

Say what you will about the plan, it's a more comprehensive solution than most, and it strikes a middle ground between no action and some of the more radical plans that might be better in the long run but won't be able to garner the support necessary for them to move forward. It's something, and it's easier to start from something than nothing.

Pickens used one of the many old expressions in his repertoire to emphasize this point -- "If you're going to plant a tree, the best time to plant it is 20 years ago. If you didn't do that, the second best time is now." He's said numerous times that he's open to suggestion if someone has a better plan.
