The ability to affect the rate of evaporation of the open ocean would seem to be beyond the range of economical endeavor. But the recent discovery of a boundary layer covering most of the ocean that must be broken for evaporation to begin offers hope for a new drought reduction mechanism.

Rain is the cheapest and cleanest source of water and power.

We are developing a way to increase rain in drought areas with a very small amount of capital.
