In My View: Harness U.S. ingenuity, push for energy independence

We knew as a nation in 1973 when OPEC imposed an oil embargo as political retaliation for the United States’ support of Israel during the Yom Kippur War that our national security interest, and that of Israel, demanded an end to our dependence on foreign oil.

For too long, the Oil Barons of Texas have influenced the policies of Washington that have maintained a status quo by keeping Americans and our economy dependant on oil.

As our new president, Barack Obama should propose in his first 100 days the following policy to achieve energy independence.

His administration should announce that he is establishing the sale of Energy Independence Savings Bonds that will be dedicated to finance a massive industrial loan program: A Marshall Plan for rebuilding America’s economy with the goal of achieving energy independence.

The first part of the plan would reward the ingenuity of the American inventor holding patents that demonstrate innovation in technology.


The U.S. Patent Office should be re-organized to include investment advisers and a panel of scientists who would choose the most innovative patents that achieve true energy savings.

Drawing on government funds, there would be an investment in production and marketing of the products of ingenuity.

Think of what would have happened if Thomas Edison or Bill Gates failed to fund their ideas. Their genius, left unrewarded, might have stopped short of revolutionizing the world we know today.

Having our government invest in the American inventor makes more sense than the current plan of buying stock in troubled banks. Why should our government reward the ineptitude and greed that infected Wall Street that plauged America with this financial mess?

Under this plan the government would receive stock in the formation of American corporations or existing corporations whose patents are selected by scientists as the best available technologies for ending our dependence on foreign oil.

One of the conditions for this infusion of government money, partnered with private enterprise, is that the manufacturing facilities must be located in the USA.

Profits from these ventures would go toward paying down the national debt. Government ownership could be divested over time, or kept as part of an investment portfolio that generates revenue for other programs.

This country cannot afford to have American automakers go under. The second part of the plan would provide rebates and direct government financing that would allow Americans to purchase electric and hybrid vehicles manufactured by American automakers. To infuse the automakers with cash, the public could begin placing orders at dealerships as soon as Congress passes the plan, even though production may still be a year or more away.

The third part of this program is to invest in the infrastructure that would support the conversion to electricity as a primary fuel source.

This vision for economic recovery will put hard working Americans back to work by retooling our industrial and commercial infrastructure. Only then will we be able to finally declare our freedom from foreign oil.

We can do better. We can change the way America works.

My idea is to utilize the $25 Billion President-elect Barack Obama proposed to invest in rebuilding America's roads by painting them with reflective paint to reflect solar energy in an effort to offset the loss of glaciers. In the near future this project could mature to begin working with solar paint to absorb solar energy to utilize for street lights, electric cars, etc.
Reasons I believe this is an idea worth pursuing:
a.) Blacktop absorbs and holds heat and heats up cities.
b.) Painting roads would be a good way to equally distribute global cooling and reverse global warming.

U.S. Department of Energy Launches New Patent Web Site

The U.S. Department of Energy (DOE) announced the launch of a Web site, DOepatents, which allows search and retrieval of information from a collection of more than 20,000 patent records (www.osti.gov/doepatents). The database represents a growing collection of patents resulting from R&D supported by DOE. DOepatents consists of bibliographic records, with full text where available via either a PDF file or an HTML link to the record at the U.S. Patent and Trademark Office.

The DOepatents database is updated quarterly with new patent records. The site is updated regularly with news and information about significant and recent inventions. Resource links for inventors are included at the site, as well as Recent Inventions and Patent News pages. DOepatents was developed by the DOE Office of Scientific and Technical Information (OSTI). OSTI, a part of the DOE Office of Science, accelerates discovery by making research results rapidly available to scientists and to the public. The Office of Science is the single largest supporter of basic research in the physical sciences in the nation.

Highlighted at DOepatents is a compilation of noteworthy DOE innovations from the past few decades. These technologies have improved quality of life and provided national economic, health, and environmental benefits. One such invention is the Artificial Retina, a collaborative research project between DOE national laboratories, universities, and the private sector aimed at restoring vision to millions of people blinded by retinal disease. Another invention is the DOE National Renewable Energy Laboratory’s pioneering multijunction solar cell. A cell based on this design set a world efficiency record in converting sunlight to electricity. The DOepatents database also includes inventions of Nobel Laureates associated with DOE or its predecessors such as Enrico Fermi, Glenn Seaborg, and Luis Alvarez, along with other distinguished scientists.
