My name is Barry Mauldin. I served 16 years in the US Army as a foodservice Sgt. The last 8 years I have been a lunchroom manager in Cherokee County AL. My ancestors were Cherokee and I’m very proud of this.

The reason I’m writing this letter is being a Cherokee I’m very concerned about elohi (Mother Earth) and having lived in this area I’m also concerned about the people that live here. Cherokee County Alabama is a rural area with a lot of good hard working people trying to make ends meet. Almost all of their total family incomes are under $40,000.00 a year and many are a lot less. I’m sending this letter out to government officials on both the state and federal level. It is my hope that some of you will read it and maybe help.

THE PLAN

I have been doing a lot of research on solar energy in the last year and there has been a break through. There is a new product out there that could help the average person and also help heal Mother Earth. They have developed a new flexible solar panel that can be installed on most single family homes with a metal roof and even most mobile homes. There are 1000’s of homes like this in my area and million’s throughout the country. These homes could be run on Solar power and even help generate power for other homes. That means less oil, less coal, and a better earth for us and most of all our kids and grandkids.

But here’s the bad part. The average cost is between $15,000.00 to $25,000.00 per home to install solar. I know the federal government has given tax breaks for solar power and some states are helping too, but that only applies to families that can pay out the money to install it. If I had an extra $20,000.00 a year I could afford to pay a $300.00 electric bill. That’s what I’m trying to get you to understand. Most families in this country need help. They don’t worry about having enough money to go on vacation to Hawaii or Europe or should they buy a new car. (The average cost of a new car will put solar power in a home. Which would be better for Mother Earth ???) They worry if they’re going to have enough money each month to pay there bills and still have money to buy food for them there kids eat the rest of the month.




OK. Hear my plan. It’s simple, but it will work. I know the government has low interest loans programs for families that have been the victim of disasters and that’s wonderful. Why not setup the same kind of loans to help low income families afford solar power for their homes? Everything is in place, just change the title of the loan form. Just think of what it could do if you gave a loan to a family to install solar power on their home. Lets say a $25,000.00 loan to be paid in 15 years or something like that. But this loan should only be for families that need it. Families that make less than $75,000.00 a year, lets say. If you make more than that you should be able to pay your bills and still put food on the table. If you can reduce the average electric bills of a low income family by $150.00 per month with solar power then that’s more money they have to spend at Wal-Mart or Target or Pizza Hut, etc… That’s what we need to get the economy back on track not billions to people that don’t really need it. We need to put money in the hands of the average hard working person. And that also means JOBS to install the solar power, at Wal-Mart, Pizza Hut, etc… The list goes on and on.

I’m a realist and I know most of you will never see this letter. This is to the person in the your office who reads your e-mail: hit print now and put this on your boss’s desk. Who knows, in a year or so when your taking a ride in the country you may see solar panels on a mobile home as you pass by and you can feel proud that you helped make someones life better.

Barry, This is brilliant and so very reasonable. Only the kind of obstinacy that comes from entrenched special interest could deny the reasonableness of your solution. If you don't mind, I'm going to make sure that my representative and senators get the same message from me. Of course there is a solution offered from a company called Citizenre www.jointhesolution.com/privpwr4me. They are taking orders for systems that they will install when they receive adequate funding to produce and install the systems for which the property owner will not have to purchase or lease. They will simply rent them at rates that are less than they are paying now for electricity. The only fly in the ointment from your perspective and mine as residents of Alabama is that you have to live in a state that allows/mandates net-metering.

Amount: Up to $500,000
Maximum Amount: $350,000 per local government or school campus, $500,000 per school system

Summary: Through a private/public partnership with PowerSouth and U.S. Department of Agricultural (USDA) Rural Development, Alabama's Local Government Energy Loan Program offers zero-interest loans to local governments and schools in rural areas for renewable energy systems and energy efficiency improvements that will eventually have a payback through utility savings. Under the program, municipal and county governments may borrow up to $350,000 for eligible projects, and qualifying schools may receive up to $350,000 per campus or $500,000 per school system for eligible projects. Eligible renewable energy resources generally include biomass, hydropower, geothermal energy, wind energy, and solar energy.

The application is available on the program web site. After approval, an energy audit must be completed to identify necessary improvements. Following installation, the local government or school must submit an annual energy-use report to the Local Government Energy Loan Program.

Hi Barry, I read you loud and clear about the prohibitive cost of solar systems. There is a solution for people who live in states that have net metering laws. There are even 17 locations in Alabama (which does NOT have net metering) that are served by TVA and these places can purchase excess energy from homeowners. Sorry but Centre AL is not one of them. I am talking with my company to see if we can serve them.
