Eligible Efficiency Technologies: Lighting, Chillers, Furnaces, Boilers, Heat pumps, Air conditioners, Heat recovery, Energy Mgmt. Systems/Building Controls, Caulking/Weather-stripping, Duct/Air sealing, Building Insulation, Windows, Doors, Siding, Roofs, Custom/Others pending approval, Water System and Sewage
Eligible Renewable/Other Technologies: Passive Solar Space Heat, Solar Water Heat, Photovoltaics, Wind, Biomass, CHP/Cogeneration, Daylighting, Small Hydroelectric, Other Distributed Generation Technologies
Applicable Sectors: Schools, Local Government
Amount: Up to $500,000
Maximum Amount: $350,000 per local government or school campus, $500,000 per school system
Terms: 0% for up to 10 years, with a 3% management fee, estimated payback must be within 10 years
Equipment Requirements: Energy audit must identify necessary improvements
Project Review/Certification: Annual energy use reports must be submitted by the loan recipient

Summary: Through a private/public partnership with PowerSouth and U.S. Department of Agricultural (USDA) Rural Development, Alabama's Local Government Energy Loan Program offers zero-interest loans to local governments and schools in rural areas for renewable energy systems and energy efficiency improvements that will eventually have a payback through utility savings. Under the program, municipal and county governments may borrow up to $350,000 for eligible projects, and qualifying schools may receive up to $350,000 per campus or $500,000 per school system for eligible projects. Eligible renewable energy resources generally include biomass, hydropower, geothermal energy, wind energy, and solar energy.
The application is available on the program web site. After approval, an energy audit must be completed to identify necessary improvements. Following installation, the local government or school must submit an annual energy-use report to the Local Government Energy Loan Program.

For the ones that concern you, please keep in mind, events are remembered and relayed differently by those commenting, which as we all too well know equals at least three sides to the event.
