I am asking everyone to please take petitions to school or work or wherever you are going today! It is very easy. Kim Anderson was able to gather 75 signatures Thursday and Friday while Christmas shopping and running errands. Everyone wants to get off of foreign oil; we just need to gather their names. WE CAN DO THIS, with everyone’s help.
Oh, I almost forgot that you can store and sell the extra oxygen that you make from the process. The rocket and medical industry may buy it from you if you make it in bulk.
I like your idea for a facility. What you should consider is hydrogen fuel. Think about it:
1. Hydrogen fuel can be made on demand, as you need it - no need for huge storage facilities.
2. Hydrogen fuel is most easily made from water.
3. You're already on the water, so you can filter and convert that water into fuel, saving you on the water bill.
4. You can use solar power to aid in the conversion process. Just store the extra power in a battery bank.
5. You will need a no leak compression system to go into the engine's fuel cell. <- the hard part. Try and find one on Google and you're well on your way to having a successful Marina.
Now all you need is to contract engineers to create you an outboard engine that runs off of hydrogen. Then you can mount the engine on any small to mid-sized boat you want - no conversion necessary. You can contract companies in china to make you a design and a prototype for fairly cheep; and honestly, they have a higher number of engineers. The only bad part is that they will probably steal your idea - but if you are truly dedicated to this movement then you won't mind.
Sorry for the delayed reply. Rapid refueling isn't my area of expertise, as most of my interest in refueling has been in the possibilities of exploiting the existing natural gas home-delivery infrastructure with appliances like the FuelMaker. I'll tell you what I do know. I'm pretty sure a facility like you envision would have to have a large capacity storage tank, because typically, the volume of gas coming in the lines isn't enough to support rapid refueling. I'm guessing that tankage, plumbing and pumps would run close to $200,000. There is of course site evaluation and preparation, and possibly an environmental impact study, but that's your field obviously, as an architect. There are reputable vendors and installers of these facilities, but I've been out of the loop on them since around 2000. Be careful who you believe, as there are a lot of misinformed experts around at the moment.
An idea to perhaps test the market potential for CNG as a boat fuel without such a large initial expenditure could be to provide one dock or set of slips with several of the FuelMaker or similar overnight refueling rigs. Maybe one side of a floating dock reserved for boat owners who want 24/ 7 access to CNG, and the other for overnight tie-up to refuel. Just a thought. The major $$$ drawback to boat conversion to CNG is the cost of the onboard tanks, which have to withstand more that 2500PSI, so they're expensive. LP gas or propane works at much lower pressures, so cost is not so much a factor.

CNG conversions of boats shouldn't be too difficult, and there are probably no federal regulations in place as yet, so it should be possible to do it cost effectively. The certification process for road vehicles is very expensive. It might be good to look at propane conversions for boats, as the tanks are less expensive due to the lower pressures, and the hardware, like some CNG systems, can work independently from the original fuel delivery system. My son won the science fair with a comparison study of bacteria from the mangroves (cradle of life in the Everglades), a preserve beach, and a public beach. After what we found, I may never swim at a public beach again. It's worse than any Oklahoma lake, plus there are sharks!

What excites you about this campaign?
I believe building more buildings using SIPs will drastically reduce our need for electricity to operate them, thus reducing our dependence on burning fossil fuels to generate more electricity. I am also a boating enthusiast and I live on a 144,000 acre lake where a lot of boats are used that do not have any emission control systems. I would like to see many of them converted to CNG for the environment and to reduce the use of gasoline.
What do you want to do to help?
I'd like to see more buildings built using SIPs panels.I want to promote the use of SIPs in every building type. I would also like to start a marina where boats could be converted to CNG and provide CNG fuel for both boats and cars. I am also a very capable public speaker and want to be an outspoken advocate for the use of SIPs and CNG.
