As far as leadership goes in building windmill electric power plants, it needs to come from Industry, not gov't. If it's economically feasible, and there's money to be made, private companies will invest in building such power plants. We should not be using Americans' tax dollars to develop power plants. Rather, Americans are free to invest their money in corporations that are planning to build such plants.
