I am currently working to promote a new non-profit innovation laboratory, Paradigm Shift, with two goals: 1.) To create innovative strategic technologies with an emphasis on economic development, alternative energy and power systems, and enviromental protection and remediation. 2.) The inspiration of high school students (especially at-risk students) in science and mathematics by involving them as interns in the real product development efforts at the laboratory. See below...


Executive Summary for Paradigm Shift Institute (PSI)

Paradigm Shift Institute is a proposed non-profit laboratory promoting innovation, entrepreneurship and education. The institute will be managed and lead by a staff of highly experienced and accomplished science, engineering and business professionals representing all of the major science / engineering / business areas (chemistry / biochemistry, physics, civil engineering, chemical engineering, electrical engineering, chemical engineering, mechanical engineering, management, finance, and marketing). The institute will be dedicated toward:

- Educating and inspiring young people to pursue science and engineering careers through invention, innovation, and entrepreneurship,

- Developing the next great technologies and innovations to bolster the U.S. economy, and

- Solving critical problems occurring in our world (i.e. pollution, poverty, and renewable energy) through the formulation and application of cutting-edge technologies and products.

The institute will be:

1. An integrated, cooperative engineering laboratory dedicated to the conception, research and development (short and long term) of cutting-edge products and technologies targeting critical economic and environmental issues. The institute will bring products and technologies from initial conception through design, engineering analysis, prototyping, testing and marketing (licensing). The major areas of focus will be:

* Materials and Structures – Development of technologies to

- Produce better strength to weight ratio materials and structures,

- Improve reliability and durability of complex structures,

- Improve the performance of materials / structures in adverse environments (thermal, vibration, corrosive, etc.), and

- Improve the reliability, cost and speed of producing complex structures from a variety of materials.

* Propulsion / Energy Systems and Subsystems – Development of system and subsystem technologies to improve the performance, cost, environmental compatibility, efficiency, reliability, maintainability and durability of propulsion and energy systems for home, automotive, aviation and aerospace applications.

* Renewable and Alternative Fuels and Energy Systems – Development and promotion of technologies to improve the production and application of alternative fuels such as hydrogen, cellulosic ethanol and biodiesel. Improved technologies for geothermal, wind, tidal, and solar-based energy production and
Improved technology for energy storage devices such as batteries and flywheels.

* Environmental Remediation – Development of products and technologies for the remediation of environmental damage, including the remediation of global warming and land pollution.

* Control Systems – Development of cutting-edge control systems for the operation of complex machinery and devices that improve efficiency, maintainability and reliability and lower cost. Special emphasis will be given to control systems that can learn and adapt.

The developed technologies and products will be licensed to U. S. companies to cover the operation and growth costs of the institute.


2. An incubator for the promotion of product development and entrepreneurship skills by young high school students who are brought to the institute as paid interns / apprentices. The staff will then work with the interns to conceive product ideas, refine the product conception, produce the design, build a prototype, test the prototype, and market it for licensing. Special consideration will be given to potential interns who come from low-income communities. Income from licensing will be used for institute operations and scholarships.


3. An incubator for young entrepreneurs to propose product ideas to be developed, prototyped, tested, and marketed at the laboratory facility with licensing shared between the concept originator and the institute to cover the development costs.
What excites you about this campaign?
Alternative energy is no longer just an economic consideration, but a national security and environmental consideration. We are leaving this problem for our children and they need to have an avenue for them to involve themselves actively in the solution. Developing the strategic technologies will take an effort to better train the next generation of innovative scientists, engineers, mathematicians, and technicians. I see the Pickens effort as being very well aligned with ours.
What do you want to do to help?
I would love to have the laboratory sponsored and partnered with this effort. I believe both would benefit and it would give young people a direct hand in finding alternative energy solutions while inspiring them toward technical careers.

Dr. LaFave, Wow, I am going to make a facebook and try to get the attention of the younger crowd. I need mentoring on these items as it is new to me. I am in true admiration of groups and people like yourselves. I have long believed that some of this generations biggest heroes are the ones in the background finding solutions to our problems our children and grandchildren will have to face due to our past energy policies.
I need help with generating friends on my page, getting the word out on "Energy Independence US Treasury Bonds", and getting our voice heard by our representatives.

Hi Dr. LaFave, If you agree with this plan please consider passing to other people in your district as it will be a great tool to get funding for PickensPlan projects. This is a way to help and give tools to all of us for getting more RE projects started. I have been pushing for the sell of US Treasury "Energy Independence Savings Bonds". Savings bonds are normally purchased in $25 increments. This gives a way for just about any American to tighten their belts just a bit by skipping a meal at McDonalds or Pizza Hut and buying a RE savings bond to support a project. Honorable Speaker of the House Congresswoman Pelosi,

I am an Electronic Technician Chief in the US Navy with 27 years service stationed overseas. I’m outlying an idea to assist and work with current plans for achieving energy independence. I urge you, as speaker of the house and the driving force to form the select committee on energy independence and global warming, consider for discussion and introduction into the house US Treasury Savings Bonds for Energy Independance.
In WWII America sold war bonds supporting the war effort. When young, my mother told me her primary school raised enough money through bonds to build a tank to support troops. I am impressed with the patriotism and purpose of our greatest generation that accomplished so much.

Selling energy bonds for RE (Renewable Energy) development would lower foreign oil imports and assist with the complex problem of funding. Bonds sold as “Energy S” could support new solar trough plants, “Energy W” to support wind farms, Energy “H” to support hydroelectric plants, Energy “T” to support RE transportation such as electric bullet train routes powered by RE, Energy "C" COOPS for small communities only needing a small quantity of turbines, and Energy “I” for needed infrastructure high voltage power lines to the RE site. Bonds will have the project name and include an artist’s perspective of the project and an American flag. President Obama had great success with the internet during his campaign. In a similar manner, using the internet, energy bonds could have a website listing current projects and an “electronic checkout” could purchase a bond $25 or higher. Simpler methods of payment such as “PAYPAL” and credit cards would be available and after an electronic purchase is complete a color print out of the bond is available with a follow up of the bond in the mail. The website would limit quantity of projects for each category until funding is complete. After a project becomes funded, a new project will be available. A tab on the site will show history and status of previous projects. Purchasers may take great pride in “collecting” and displaying bonds of various RE projects and participating at different levels of financial support. Solar trough plants in the multi-hundred MW size capacity with molten salt energy storage in California, Arizona, and West Texas can provide a major portion of electric needs. North Dakota has potential to support 1/3 of our nations electric needs in it’s class 4 wind zone areas. There are plenty of suitable proposed wind turbine farms now around the nation to significantly increase our RE if funded. Mid sized hydro-electric has not been used in America to it’s full potential. Following the example of our neighbor, Canada, it would provide a significant increase in percentage of electric production. Developing all three we could provide the majority of our electric and heating needs through renewable energy in a "New New Deal" fashion allowing natural gas for transportation as T. Boone Pickens is working for. Bullet train routes have proven a viable alternative to commercial domestic air service and when powered by electricity provided by RE suppliers America would be in the forefront of world technology. Example, I heard of discussion for a commuter train from Denver to Colorado Springs. Such a route built as a renewable energy project with charter requirement legally requiring to only purchase electricity from available renewable energy sources would be a model example. There are many train routes, city bus systems, and government vehicles that can be converted to run from alternative energy sources and fuels. Jobs created would bolster the economy, lower trade deficit, and strengthen national security. I would take great pride in print outs of bonds with graphics of each project I supported and many other Americans would also. The energy bonds could have tax breaks. BLM lands may be a viable place to start for some projects.

I contacted the US treasury department and was told that the marketing department for savings bonds closed several years ago. I was told there would be problems because savings bonds are at the federal level while the projects will be at the state and local level. I disagree and believe that these can easily be figured out in the way of grants to the state and local level using money from the bonds for those specific projects. I was told to check out auctions on the www.treasurydirect.gov website and found them to not apply to citizens wanting to buy savings bonds to support a cause such as energy independance. I was told by the treasury department to look into CREB (Clean Renewable Energy Bonds). I found CREB to be large scale funding that a citizen would not be able to participate in as a US Treasury Energy Independance Bond would provide. If given the tools to participate directly, the power of the citizens of the United States to help achieve energy independance could not be denied. Americans mean well and the Energy Independance Savings bond program will give citizens the power at their level to make it happen. If marketed through a web page, commercials, and to federal employees the word would get out and participation would spread like wildfire.

Mr. Paul Gipe, a resident of Bakersfield CA, an author of several books about wind energy, and recipient of multiple awards as a pioneer in the industry since the 1970's has put a letter I wrote to Senator Dorgan on this subject as well as an older letter I wrote on wind COOP in JAN07. Dr. LaFave,
I agree that this movement will be a great incubator for young people through our high schools as future entrpreneurs in development etc.
There is an overlooked segment of our population that is in desperate need of training. We have thousands of very bright kids and young adults without jobs. If you were to include a component in your plan that trains the job crews that builds the wind machines for example, we truly would have a paradigm shift that adresses an untapped and unemployed population. These people are as much a part of our future as scientists, engineers and mathematicians. As technicians, our on the ground workforce can be trained at such an institute to be a more effiecient work force.

Dr. Norm, I hope that I had already expressed my support for your initiative, the paradigm shift is happening and it is represented by the volatility and instability of the various market components. The key to an effectrive resolution will be innovation and the new perspecives rarely come from within the industry box. I would encourage the "Intern" program as well in that many of the "troubled" students truely just think differently and are bored with the institutional dogma. Anyway, I have formed a similar body here on Cape Cod where we are focused upon population induced issues in the coastal plain and near shore area. Perhaps there is a way to collaborate with a regional focus? We are currently focused upon integrated systems development in offshore energy deployment systems and sustainable fisheries venues. We have also developed a one stop integrated coastal community non-point source pollution remediation system which results in an alternative water supply. Crisis to cure in one step. This will become the infrastructure of our 21st Century sustainable communities. - BBS

Hi Dr., I wish you well and do hope your future Institute succeeds beyond your expections! An awesome concept/idea that is so worthy and needed!!
Right before I found your profile, I was thinking of how wonderful it would be if All of our High Schools made it a manditory 4 Year subject class (just like Math & English are manditory) to be taught of what you discribe in your future Institution. Maybe?? Sometime in the near future, wow, how that would change my great grandchildrens lives!! You never know?? If someone was to push the issue for our childrens future... such as Mr. Pickens is trying here.
