I AM CEO OF SYNERGISTIC DYNAMICS, INC., A CONSULTING FIRM SPECIALIZING IN THE ENERGY AND MARITIME INDUSTRIES. WE HAVE SUPPORTED THE CAPE WIND OFFSHORE PROJECT FROM ITS INCEPTION. WE HAVE BEEN WORKING WITH THE DOE TO ASSIST IN IMPLEMENTING THE LOAN GUARANTEE PROGRAM AUTHORIZED BY TITLE XVII OF THE ENERGY POLICY ACT OF 2005. I GAVE EXPERT TESTIMONY A YEAR AGO THAT HELP SHAPE THE FINAL RULE NOW CODIFIED AT 10 CFR PART 609. A COLLEAGUE (OF COUNSEL TO A MAJOR DC LAW FIRM) AND I WILL BE MEETING WITH DOE LATER THIS MONTH TO FURTHER THE EFFORT.

PROVIDE GUIDANCE TO INDUSTRY AND TO STATE AND LOCAL GOVERNMENT ORGANIZATIONS IN ACCESSING THE MANY OPPORTUNITIES FOR R&D GRANTS AND OTHER FORMS OF FEDERAL ASSISTANCE AVAILABLE FROM DOE
