hi stephen; i also heard 1million per megawatt for new wind turbines. i recently returned from tehachapi, CA. many of the old smaller turbines there are being replaced with new larger ones. you might research out there for used ones. www.air-streams.com is the school out there and maybe they might have some idea who to talk to.
Let's try this you could fill up your car at your own house from the natural gas line you normally use for home NG gas consumption, with a simple device that pressures the gas for your cars NG tank. This device is already in production and available from three companies that I know of, here is just one of them http://www.myphill.com/. They cost about $2500.00 and used ones are about $1800.00. They work on propane just as well as NG.
So the electric grid needs to be rebuilt. How about a small volunteer electric tax of say $10.00 per month per every electric bill in the U.S. from both residential and commercial electric bills. That should just about pay for that in about 46 months, as 360 million electric bills go out every mouth. And if you have an electric plug-in hybrid already then you can place an electric meter on an out let on every gas station and convenience store gas station in America for under $200.00 per outlet and add an extra $1.00 at every recharge of say 10 minutes, to be give to the tax fund to rebuild the grid. If the Gas stations has access to NG then the Device I just mentioned in the paragraph above can be install and metered and paid for just like buying gasoline in the store or gas station for $3500.00 per pump island and paid for at point of sale. you could add an extra $1.00 to your purchase to be paid into the tax fund to rebuild the grid. And the government and the Electric companies could make up the difference and the project could start tomorrow. As the revenue would be there as the volunteer tax monies start showing up on the electric bills. These two proposals are a no brainer.

I agree that electric cars are the answer. There is a car being tested that has a range of over 100 miles per charge and can run at speeds over 65 mph. I think it is being developed at UC Davis.
Now all we need is a lot of electricity to charge them with, wait that was what I have been preaching. Free electricity by owning buoy farms. Let's make it a public works project on City, county, state, and federal levels.

That the wind turbines are very ineffective. Plus they dump the load of extra electons when the wind blows.
