I read with interest your comment on 8/25 about being cynical. Yes, money will be made in a move to alternative energy. It is up to individuals to get in on it. We have free markets where all can participate. As for the sporadic and seasonal winds, your location in Marietta Ga. is certainly seasonal and sporadic. The southern and northern plains of North America are raked by winds most of the time. This is where the bulk of wind generation can originate.
Here on the central southern atlantic seaboard we also have consistent winds. Nat gas is used in electric generation extensivly, as I read the plan the idea is to get the nat. gas into transportation and out of the power plants.
