I believe the most cost effective way to start getting vehicles started on natural gas is to start with local county, city and state governments. Fresh Water Scarcity?

I heard that PIckens' plan is really about water. I heard the wind power stuff is just so that fresh water pipelines can be built from that huge aquifer that Pickens owns in Texas as the pipes would follow the path of transmission lines. They say that after we run out of oil, fresh water will be next. I say if we benefit by a dude's alterior motive then I don't really care about his intentions.
