Hello, If we all tighten our belts just a little (one way I could is to skip just one fast food meal of Pizza, Taco Bell, etc. and save the money to be spent elsewhere) and buy US Treasury "Energy Independence Savings Bonds"....but not available....for specific projects we would be able to all have a tool to contribute to the PickensPlan and to Energy Independence. Here is an example of a fax I sent to the speaker of the house. I need help getting this one pushed in government so it can happen. Savings bonds are typically sold in $25 increments (maturity amount but purchase price is cheaper than the maturity amount printed on it) Thanks!

Honorable Speaker of the House Congresswoman Pelosi,

I am an Electronic Technician Chief in the US Navy with 27 years service stationed overseas. I’m outlying an idea to assist and work with current plans for achieving energy independence. I urge you, as speaker of the house and the driving force to form the select committee on energy independence and global warming, consider for discussion and introduction into the house US Treasury Savings Bonds for Energy Independance.

In WWII America sold war bonds supporting the war effort. When young, my mother told me her primary school raised enough money through bonds to build a tank to support troops. I am impressed with the patriotism and purpose of our greatest generation that accomplished so much.

Selling energy bonds for RE (Renewable Energy) development would lower foreign oil imports and assist with the complex problem of funding. Bonds sold as “Energy S” could support new solar trough plants, “Energy W” to support wind farms, Energy “H” to support hydroelectric plants, Energy “T” to support RE transportation such as electric bullet train routes powered by RE, Energy "C" COOPS for small communities only needing a small quantity of turbines, and Energy “I” for needed infrastructure high voltage power lines to the RE site. Bonds will have the project name and include an artist’s perspective of the project and an American flag. President Obama had great success with the internet during his campaign. In a similar manner, using the internet, energy bonds could have a website listing current projects and an “electronic checkout” could purchase a bond $25 or higher. Simpler methods of payment such as “PAYPAL” and credit cards would be available and after an electronic purchase is complete a color print out of the bond is available with a follow up of the bond in the mail. The website would limit quantity of projects for each category until funding is complete. After a project becomes funded, a new project will be available. A tab on the site will show history and status of previous projects. Purchasers may take great pride in “collecting” and displaying bonds of various RE projects and participating at different levels of financial support. Solar trough plants in the multi-hundred MW size capacity with molten salt energy storage in California, Arizona, and West Texas can provide a major portion of electric needs. North Dakota has potential to support 1/3 of our nations electric needs in it’s class 4 wind zone areas. There are plenty of suitable proposed wind turbine farms now around the nation to significantly increase our RE if funded. Mid sized hydro-electric has not been used in America to it’s full potential. Following the example of our neighbor, Canada, it would provide a significant increase in percentage of electric production. Developing all three we could provide the majority of our electric and heating needs through renewable energy in a "New New Deal" fashion allowing natural gas for transportation as T. Boone Pickens is working for. Bullet train routes have proven a viable alternative to commercial domestic air service and when powered by electricity provided by RE suppliers America would be in the forefront of world technology. Example, I heard of discussion for a commuter train from Denver to Colorado Springs. Such a route built as a renewable energy project with charter requirement legally requiring to only purchase electricity from available renewable energy sources would be a model example. There are many train routes, city bus systems, and government vehicles that can be converted to run from alternative energy sources and fuels. Jobs created would bolster the economy, lower trade deficit, and strengthen national security. I would take great pride in print outs of bonds with graphics of each project I supported and many other Americans would also. The energy bonds could have tax breaks. BLM lands may be a viable place to start for some projects.

I contacted the US treasury department and was told that the marketing department for savings bonds closed several years ago. I was told there would be problems because savings bonds are at the federal level while the projects will be at the state and local level. I disagree and believe that these can easily be figured out in the way of grants to the state and local level using money from the bonds for those specific projects. I was told to check out auctions on the www.treasurydirect.gov website and found them to not apply to citizens wanting to buy savings bonds to support a cause such as energy independance. I was told by the treasury department to look into CREB (Clean Renewable Energy Bonds). I found CREB to be large scale funding that a citizen would not be able to participate in as a US Treasury Energy Independance Bond would provide. If given the tools to participate directly, the power of the citizens of the United States to help achieve energy independance could not be denied. Americans mean well and the Energy Independance Savings bond program will give citizens the power at their level to make it happen. If marketed through a web page, commercials, and to federal employees the word would get out and participation would spread like wildfire.

Mr. Paul Gipe, a resident of Bakersfield CA, an author of several books about wind energy, and recipient of multiple awards as a pioneer in the industry since the 1970's has put a letter I wrote to Senator Dorgan on this subject as well as an older letter I wrote on wind COOP in JAN07. Perhaps you could avail the iBonds. iBonds are not an investor software application for Apple products. iBonds are a new series of U.S. Treasury bonds that you can order over the internet. These bonds are a guaranteed investment, as the interest rate for them is adjusted so that it always turns a profit. You won't need a cash advance to float you if the market tanks. However, it doesn't mean that you'll be raking in the cash – there is a penalty for any withdrawal within five years of purchase, and they stop accruing after thirty. They aren't a good buffer for debt relief, iBonds are best used as a long term investment.

Michael and everyone else,

I have to say that I really like this idea! It gets the job done while supporting the investment interests of the lower income people who can't play in the high return games. However as a few here have mentioned, the federal government really isn't the most responsible or accountable entity. I outlined a similar idea, based in the private side, on my Pickens blog page a while back and received mixed and limited feedback. I would like to invite you all to review that plan, compare it to this one and see how the two could be merged together. If you read the other blogs of mine, you'll notice that I think the solution lies in the creation of renewable product manufacturers. This new competition will pressure prices to drop and cause more of a pull for the industry, rather than a push that everyone's trying to do now. With the current subsidies and the ones that appear iminent, all the pieces will be in place.

Obviously, this new coupon / bond / gift card / note (or whatever you want to call it) type of small scale investment and its underlying structure can be adapted to be offered under a single holding entity to allow for trading of investments from one type to another. Additionally, manufacturing specific coupons can be traded with project specific coupons as well. All that would be needed is a fair valuation system across the board.

I also believe there should be very little red tape involved in trading something as innocent as a coupon or gift card but let's hear from the legal people out there.

Yesterday began with some devastating news with regard to our economic crisis. But I'm pleased to say it ended on a more positive note.

In the morning, we received yet another round of alarming employment figures – the worst in more than 30 years. Another 600,000 jobs were lost in January. We've now lost more than 3.6 million jobs since this recession began.

But by the evening, Democrats and Republicans came together in the Senate and responded appropriately to the urgency this moment demands.

In the midst of our greatest economic crisis since the Great Depression, the American people were hoping that Congress would begin to confront the great challenges we face. That was, after all, what last November's election was all about.

Legislation of such magnitude deserves the scrutiny that it's received over the last month, and it will receive more in the days to come. But we can't afford to make perfect the enemy of the absolutely necessary. The scale and scope of this plan is right. And the time for action is now.

Because if we don't move swiftly to put this plan in motion, our economic crisis could become a national catastrophe. Millions of Americans will lose their jobs, their homes, and their health care. Millions more will have to put their dreams on hold.

Let's be clear: We can't expect relief from the tired old theories that, in eight short years, doubled the national debt, threw our economy into a tailspin, and led us into this mess in the first place. We can't rely on a losing formula that offers only tax cuts as the answer to all our problems while ignoring our fundamental economic challenges – the crushing cost of health care or the inadequate state of so many schools; our addiction to foreign oil or our crumbling roads, bridges, and levees.

The American people know that our challenges are great. They don't expect Democratic solutions or Republican solutions – they expect American solutions.

From the beginning, this recovery plan has had at its core a simple idea: Let's put Americans to work doing the work America needs done. It will save or create more than 3 million jobs over the next two years, all across the country – 16,000 in Maine, nearly 80,000 in Indiana – almost all of them in the private sector, and all of them jobs that help us recover today, and prosper tomorrow.

Jobs that upgrade classrooms and laboratories in 10,000 schools nationwide – at least 485 in Florida alone – and train an army of teachers in math and science.

Jobs that modernize our health care system, not only saving us billions of dollars, but countless lives.

Jobs that construct a smart electric grid, connect every corner of the country to the information superhighway, double our capacity to generate renewable energy, and grow the economy of tomorrow.
Jobs that rebuild our crumbling roads, bridges and levees and dams, so that the tragedies of New Orleans and Minneapolis never happen again.

It includes immediate tax relief for our struggling middle class in places like Ohio, where 4.5 million workers will receive a tax cut of up to $1,000. It protects health insurance and provides unemployment insurance for those who've lost their jobs. And it helps our states and communities avoid painful tax hikes or layoffs for our teachers, nurses, and first responders.

That's what is at stake with this plan: putting Americans back to work, creating transformative economic change, and making a down payment on the American Dream that serves our children and our children's children for generations to come.

Americans across this country are struggling, and they are watching to see if we're equal to the task before us. Let's show them that we are. And let's do whatever it takes to keep the promise of America alive in our time.

I am in favor of developing ALL sources of energy to achieve energy independence ASAP. But WHAT ARE THEY THINKING?????????? Our govt has now cancelled the contracts of the winning bidders to drill for oil or gas on specific parcels of Federal land in Utah. The govt. will return the $6,000,000.00 it had received for these leases. I think the inmates are running the asylum. Why isn't B.Pickens speaking out about this? I have fully supported his plan but he should not be so niave as to think those in control will not use him when it is convienent and ignore him when it's not.

Mike Sr., I think I joined your group after you sent an invite but I may have made a mistake. Thanks for the invite and I did leave a story behind. I can be the first person to vote myself out as I will be in the Middle East for 12 months as of the end of March. I can do the occasional Web thing but not much more. I think step one will be to get the attention of T. Boone himself and get him on board if he isn't already or hasn't heard of it already. I recommend contacting some of the district leaders who I assume have a chain of command to him. At the same time, I believe you are right we should get organized on this one. I started a discussion group a bit ago and did not get a single response for quite some time and noted all the responses are on the page. I see that you sponsor a group discussion already. Would you like to administer a group on getting the "Energy Independence Savings Bonds" going? I think you have what it takes. Please advise.

My thoughts are to designate someone in the Pickens plan to send the funds to I feel I have respect for and can trust a few folks in here for me send to $25. dollars is not going to break me. Lets put our heads together and appoint someone to be President of this Bond idea and get the ball rolling.
Worst case scenario the person we appoint will walk off with our $25. Shame on that person.

So the Question is who has the where with all to be in Charge and Trustworthy enough. Can we select a few candidates and take a vote.

Lets make a list of possible possible people.

We are I.4 Million strong arent we.
we can do this, Why wait for some official to solve our dilemma we the people have the Power don't we.

Don't miss appropriate the wordings Savings Bonds or Renewable Energy as these have specified legal characteristics not similar at all to what your intentions are. You should consider the words "Energy-Commodity Bonds" instead to distinguish a new Commodity. In this way every state can appropriate it into their law as they see fit and no state will do exactly the same as others so California for instance could include Latino's while the next Bill written in Congress does not have to consider Latino's for all states. That is called Pork which states add to their benefit which appears more orless at the top of the Bill, any media reading a Bill will more than likely stop at the Pork Clauses and they critique the Bill because they simply do not want to read the entire Bill. Yet the Pork referenced at the top of the Bill is all the Pork in the Bill which does not relate to all the states, it next references each single state which identifies the specific Pork Budget they want considered. All the other state would have to accept another states Pork issue if that state could not manage without having it. Like the Latino issue this would cover the cost of publication of Spanish Literature and Videos aimed at the Spanish Speaking Latino's and if they could not endorse Pork this way then they might end up overspending on the Bill while other states obtain a advantage because they do not endorse Latino's. It is policy to allow Pork but Obama's Democrats want to stop Pork entirely. How can they do this unless they create the opportunity to automatically provide for the states Pork Budgets like Latino Publications while not doing so for others without mentioning it in the Bill. Is this another one of those UFO coverups where Latino's are being secretly handled and one day their uneducated will rebell automatically as well and march and riot as turmoil progresses to eliminate a few into prison because they matched wanted postings and cause financial crisis for a few more which were living on welfare to have to relocate to another state for their welfare cause they violated the rules. It is a political expenditure, like I said Democrats have a different opinion than Republicans whom know fully well that Pork must be handled in the open and known, media must learn to read the entire Bill before they comment.

Right all 600 pages of it, now for the Pork - Latino's are just one such issue someday the issue will be Muslims and then other solvable Bills must be written with new Pork.

Imagine what a nation is like having to earn Carbon Credits for ten years to bring the cost of a $25,000 Hybrid Auto down to half price, when in fact their own driving produced more Carbon in ten years than they would save from creating Carbon during their next five years of ownership of the Hybrid cause it wears out and they want to sell it to get a new model.

My Project Plan changes everything first for the Consumer's to have what they need and America becomes Energy Independent. Staring at a figure of 100 million possible Consumer's that would want to convert their auto to Electric seems a high population address. Well it would be for a single facility that makes it happen but to have a job to build facilities everywhere which is feasible (no hurricane alley, no tornado alley, no flood prone area, no earthquake zone, no volcanic region) then your planning a future to provide Consumers all they need. It can be part of the overall solution American Consumer's need right now, My Project Plan: The Electric Vehicle Free Conversion Foundation (EVFCF).

David....with my post above with the "Uncle am" photo...that is me in a costume that I wore for a patriotic occasion when I worked at a radio stationhere a few years ago. I did not mean for the wording about "watching this TV channel to go on it" and if you can will you please take that wording off and inseert the following wording in it's place..."I WANT YOU TO PURCHASE ENERGY SAVINGS BONDS" I am not smart enough on the computer to know how to do that. This photo might also lend itself to a energy credit card ??
