After months of emailing Gov. Beebe I received the following response:
Dear Ms. Howard:
Thank you for contacting the Office of Governor Mike Beebe. Because of long-standing policy guidelines, the Governor does not answer mail electronically, but he has seen your message and appreciates your input. He has asked me to reply to your concerns regarding compressed natural gas (CNG). Please accept my apologies for the delay.
The Governor is working hard to put Arkansas at the forefront of the “Green Energy” movement through investments in research and development at our universities, incentives for biofuels production, and the recruitment of alternative energy manufacturers – particularly in the wind energy sector. As Governor Beebe has said many times, finding alternatives to carbon-based energy is important, not only for our environment, but also for our economy and our national security.
As you are aware, CNG is on the rise as a primary fuel for use in automobiles nationwide, and Arkansas is no exception. The price of gasoline and what seems to be a growing supply of natural gas are just two factors contributing to this phenomenon. Arkansas finds itself well positioned to begin looking at working with partners in the natural gas industry to build a CNG infrastructure as it relates to distribution to consumers. Arkansas is in its pre-infancy when it comes to the distribution of CNG for auto use and it will not, unfortunately, arrive overnight.
The State of Arkansas, at the direction of the Governor, is looking into pilot programs to examine the efficiency of CNG when used as the primary fuel for state fleet vehicles. We hope to have this under way in the near future, and if successful, it is likely that additional state vehicles will be converted to use natural gas. It is our hope that the State’s successes will contribute to increasing CNG’s availability for general public use.
I encourage you to discuss this relatively new technology with someone who is far more knowledgeable on the issue than I. Tommy Foltz, with Arkansas Clean Cities, is an expert in this area, and he and his staff can assist you with any questions you may have. The organization’s mission is to promote alternative fuels in the public and private sectors, and his is an organization we rely on significantly. You can reach him via e-mail at tfoltz@alltel.net.
I appreciate your sharing your concerns with our office and hope you will find this information helpful.
Sincerely,
Andrew Parker

Well, folks, it's better than no reply whatsoever.
Gov. Beebe, the proof will be in the pudding . Let's see some real action as opposed to just talk.
Sincerely,
Lainey Howard
