The vote ran down party lines which is why we have gridlock. Obama and Clinton voted with their party to continue debate. Barbara Boxer for some reason did not vote. The vote came up 3 short.

Marilynn, cloture is the only procedure by which the Senate can vote to place a time limit on consideration of a bill or other matter, and thereby overcome a filibuster. Under the cloture rule (Rule XXII), the Senate may limit consideration of a pending matter to 30 additional hours, but only by vote of three-fifths of the full Senate, normally 60 votes. See

It is important to understand that the Senate was created to provide the original 13 states representation as sovereign nations as our nation was formed under the Constitution of 1776. Without this representation, the smaller states would have been dominated by the larger ones in the House of Representatives.

But what made sense then does not make sense now. The Senate has become an illegitimate institution, a rich man's club of power brokers that in effect emulates a monarchy. Half or more of these individuals have sold their influence to foreign nations. Today these traitors use their power to further the wealth of Middle East nations at the expense of a sustainable future for our children, our economy and our way of life. Many in both Senate and Executive branches, such as the Bush and Clinton ilk, go on to represent the financial interests of Middle East nations after they have left office. The policy they promote, within office and without, is dependence of America on oil for their foreign masters. They use cloture to kill consideration of legislation that is agiinst their masters' interest. And believe me, limitless, clean, free renewable energy is against the interests of the Middle East fuedal mysoginists who desire to have the United States and particularly the U.S. military might at their beck and call.

It is important to understand that in a previous cloture vote, the hypocrite and fraud John McCain did not vote and the PTC extension that would have ensured high-level bank financing for wind farm expansion failed by his one vote. On the current vote, as you can see from the tally, he did not vote again. He is no patriot. His allegence is not to America. He is owned by oil.
