A little note from California's U.S. Senator Feinstein

Dear Mr. Champagne:



Thank you for writing to express your support for including funding for renewable energy in the economic recovery legislation. Like you, I believe that we must invest in the infrastructure and workforce necessary to make a permanent shift towards clean, renewable energy and energy efficient technologies.



On February 17, 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act (ARRA). Our economy is in dire straits and urgent action is needed to get the economy moving and reverse the alarming trend of job loss that is currently plaguing our cities. This bill will provide an important injection of federal funds to help create jobs and improve our crumbling infrastructure.



I am pleased to inform you that the ARRA provides a 30 percent residential energy efficiency tax credit to help homeowners retrofit their homes. The 30 percent tax credit can be applied to the cost of installing energy efficient windows, doors, water heaters and insulation. The bill also establishes a grant program within the Department of Energy that makes it easier for renewable energy developers to obtain the highly effective renewable energy production and investment tax incentives. The ARRA also includes:



-$3.2 billion for Energy Efficiency and Conservation Grants, which provide funding for building efficiency improvements, renewable energy, and other city-level conservation efforts;



-$4.5 billion for Smart Grid technology to modernize the electric grid;



-$2.5 billion for energy efficiency and renewable energy research;



-$6 billion in loan guarantees for renewable electricity projects to help ease the flow of credit to renewable energy projects such as wind, solar, or advanced biofuels, and transmission projects; and



-$2 billion in Advanced Battery Manufacturing Grants to develop light-weight and long-lasting batteries for electric vehicles.
