This is a way to help and give tools to all of us for getting more RE projects started. I have been pushing for the sell of US Treasury "Energy Independence Savings Bonds". Savings bonds are normally purchased in $25 increments. This gives a way for just about any American to tighten their belts just a bit by skipping a meal at McDonalds or Pizza Hut and buying a RE savings bond to support a project. I urge you, as speaker of the house and the driving force to form the select committee on energy independence and global warming, consider for discussion and introduction into the house US Treasury Savings Bonds for Energy Independance.
In WWII America sold war bonds supporting the war effort. When young, my mother told me her primary school raised enough money through bonds to build a tank to support troops. I am impressed with the patriotism and purpose of our greatest generation that accomplished so much.
Selling energy bonds for RE (Renewable Energy) development would lower foreign oil imports and assist with the complex problem of funding. Bonds sold as “Energy S” could support new solar trough plants, “Energy W” to support wind farms, Energy “H” to support hydroelectric plants, Energy “T” to support RE transportation such as electric bullet train routes powered by RE, Energy "C" COOPS for small communities only needing a small quantity of turbines, and Energy “I” for needed infrastructure high voltage power lines to the RE site. Bonds will have the project name and include an artist’s perspective of the project and an American flag. President Obama had great success with the internet during his campaign. In a similar manner, using the internet, energy bonds could have a website listing current projects and an “electronic checkout” could purchase a bond $25 or higher. Simpler methods of payment such as “PAYPAL” and credit cards would be available and after an electronic purchase is complete a color print out of the bond is available with a follow up of the bond in the mail. The website would limit quantity of projects for each category until funding is complete. After a project becomes funded, a new project will be available. A tab on the site will show history and status of previous projects. Purchasers may take great pride in “collecting” and displaying bonds of various RE projects and participating at different levels of financial support. Solar trough plants in the multi-hundred MW size capacity with molten salt energy storage in California, Arizona, and West Texas can provide a major portion of electric needs. North Dakota has potential to support 1/3 of our nations electric needs in it’s class 4 wind zone areas. There are plenty of suitable proposed wind turbine farms now around the nation to significantly increase our RE if funded. Mid sized hydro-electric has not been used in America to it’s full potential. Following the example of our neighbor, Canada, it would provide a significant increase in percentage of electric production. Developing all three we could provide the majority of our electric and heating needs through renewable energy in a "New New Deal" fashion allowing natural gas for transportation as T. Boone Pickens is working for. Bullet train routes have proven a viable alternative to commercial domestic air service and when powered by electricity provided by RE suppliers America would be in the forefront of world technology. Example, I heard of discussion for a commuter train from Denver to Colorado Springs. Such a route built as a renewable energy project with charter requirement legally requiring to only purchase electricity from available renewable energy sources would be a model example. There are many train routes, city bus systems, and government vehicles that can be converted to run from alternative energy sources and fuels. Jobs created would bolster the economy, lower trade deficit, and strengthen national security. I would take great pride in print outs of bonds with graphics of each project I supported and many other Americans would also. The energy bonds could have tax breaks. BLM lands may be a viable place to start for some projects.
I contacted the US treasury department and was told that the marketing department for savings bonds closed several years ago. I was told there would be problems because savings bonds are at the federal level while the projects will be at the state and local level. I disagree and believe that these can easily be figured out in the way of grants to the state and local level using money from the bonds for those specific projects. I was told to check out auctions on the www.treasurydirect.gov website and found them to not apply to citizens wanting to buy savings bonds to support a cause such as energy independance. I was told by the treasury department to look into CREB (Clean Renewable Energy Bonds). I found CREB to be large scale funding that a citizen would not be able to participate in as a US Treasury Energy Independance Bond would provide. If given the tools to participate directly, the power of the citizens of the United States to help achieve energy independance could not be denied. Americans mean well and the Energy Independance Savings bond program will give citizens the power at their level to make it happen. If marketed through a web page, commercials, and to federal employees the word would get out and participation would spread like wildfire.

It has been a while since we kept in touch last!
We are now over 1.2 million suporters. We will need many more if we are to beat back the damn lobbyists and special interests. Can you help with the pledges? Every American needs to sign on. With pledges we can fan out and reach so many. It is an easy ask- Boone has done the hard work. I was able to get 300 signed in the first 4 days - everyone wants to to get off of foreign oil. We may never have a golden opportunity like this again!

Phill (http://www.myphill.com/) is the only home unit I'm aware of at a cost of roughly $5K. If you purchase a Honda GX, I believe you're eligible for up to a $1K tax credit. I'm not sure if that credit applies to CNG retrofits. Do you know how much Picken's home unit will cost? With CNG not available at the gas pump, home unit affordability will be the key to the launch of your retrofit business.
In a recent note to Peter Welch regarding the importance of CNG, his office alerted me to the fact that that Vermont Gas convened a forum to explore the possibilities. Currently, the UVM Transportation Research Center is coordinating the work and would be a good place for you to contact. You can reach the center at 802-656-1312.
I would recommend sending a letter to the governor and our congressional representatives to see what their plans are to encourage natural gas power vehicles and for entrepreneurs such as you.

Getting them to just fill out the short form while you are talking to them is easy and you got results you can send in! Just talking usually won't get a sign up unless you see them everyday and they see how excited you are about PickensPlan.

sorry to say i havent got a working printer at present to even make out a draft for the pledge forms. But i have talking to numerous people at every chance i get even, even one of which you will chuckle about 3 different people in the gas company
I get fuel with for winter and all have been loking at site and are planning to sign up.

And the example i typed out on comment the other day for change in electrical cost was my own that i have implimented here, two of my neighbors are following suit as we speak in changing over apliances and lights for better effiency and have been to the pickens plan site. One thing that got the ball rolling for them was looking at what i have done and i laid out electrical and fuel bills in front of them for the last 3 years.
Very short over view my house C. 1790 is equal to heating a 4800+ sq ft home due to 10 1/2 foot ceilings and size of house over all. 3 years ago i replced what was state of the art multi fuel heating system from the late 1980's over to 2 high effiency condensing furnaces one for upstairs and one for down stairs area. fuel savings 2150 drop to a an average use now of 1250 gallons of propane a year including heat hot water and cooking. This last winter i totally replaced 21 massive windows to Anderson high eff. low E windows, 3 active force air solar heat panels totalling 120 sq ft. ( 2 hot water solar panels in the works for installation) As yet no full winter to see what changes this will do for heating consumption for fuel but people look at bills and fuel amount for changes already and you can see lights go off in heads. So in my own way with changes i have done and planning, it changes thier concepts a bit then i hit them with pickens plan on top of that and many look at it and ask "So why havent we done this before ?"

I AM CREATING A "100 CLUB"... members that have faxed in 100 or more signed pledges. So many thousands of people signed onto this site and said they would do "anything" or "everything" to help. Here is your chance!
We have the mechanism to build our numbers, we need to use it. Pledges are a very easiest ask- Boone has done the hard work. All we need to do is hitch our wagon to his horse and plow to the finish. I have sent in 240 so far. The office has recieved thousands, we need millions.
It comes down to.... DO WE HAVE THE FORTITUDE to really go the distance on this? I sure hope so. We aren't asking folks to take up arms. But, THIS IS OUR REVOLUTION. And we have a very small window to get it done. I would like your help.

Right David, Both CNG and wind will be implemented ASAP in areas where best suited for the quickest drop in oil dependency, and Mr. Pickens did say CNG is a temporary measure to buy us time to develop new techknowledgy.
I agree totally that re-education and getting people to take action by changing their lives now, no matter how small a first step they take will make the biggest short term advance.
We have a choice. We can choose to change now........ or have to change later.
I was glancing at Carls comments. If I remember correctly in one thing Picken made as a comment the CNG is it concidered a temporary measure or specific use was it not until more viable sources could be implimented for transportation fuels or drive systems?
But in some application yes CNG can be used affectively where sources are available say as an examble in city truck or bus fleets which is what some areas and countries have done already to reduce pollution in congested areas. But the cost to convert and find sources for most average people in the current market is not viable.
I feel for one the key to any stage of the plan is to educate or should i say it as re-education people in changing the way they view and address things in as simple an area as in the home for appliances or vehicles.
Here is a simple one, change of lights to high eff style, energy eff washer drier and refrigerator for changes ......... cost savings = 1136 kw down to 632 from this last month electric bill versus last year AT $.12294 kw $61.96 in savings not to mention less demand on generation of electrical power this is how my light bills have been going down since late winter when i invested in new appliances at those savings the appliances will have paid for themselves in savings in just under 5 years total time frame.
Now figure what re-education of people could do over 1000 or 100000 households for demand on oil or resources to produce electricity.
Just a little food for thought there guys :-)
Carl- I agree that CNG is probably not the answer to motor fuel...... But its a start in the right direction!
Your Ideas are on the right track also and you should be adding them right on to Pickens Plan with your own group to research and publish the positive effects of population control and your down to earth ways we could save fuel now.
I would say population control is never mentioned because in political circles mentioning it would be called suicide.
