This gives a way for just about any American to tighten their belts just a bit by skipping a meal at McDonalds or Pizza Hut and buying an RE savings bond to support a renewable energy project and save money at the same time for themselves. I am an Electronic Technician Chief in the US Navy with 27 years service stationed overseas. I’m outlying an idea to assist and work with current plans for achieving energy independence. I urge you, as speaker of the house and the driving force to form the select committee on energy independence and global warming, consider for discussion and introduction into the house US Treasury Savings Bonds for Energy Independance.
In WWII America sold war bonds supporting the war effort. When young, my mother told me her primary school raised enough money through bonds to build a tank to support troops. I am impressed with the patriotism and purpose of our greatest generation that accomplished so much.
Selling energy bonds for RE (Renewable Energy) development would lower foreign oil imports and assist with the complex problem of funding. Bonds sold as “Energy S” could support new solar trough plants, “Energy W” to support wind farms, Energy “H” to support hydroelectric plants, Energy “T” to support RE transportation such as electric bullet train routes powered by RE, Energy "C" COOPS for small communities only needing a small quantity of turbines, and Energy “I” for needed infrastructure high voltage power lines to the RE site. Bonds will have the project name and include an artist’s perspective of the project and an American flag. President Obama had great success with the internet during his campaign. In a similar manner, using the internet, energy bonds could have a website listing current projects and an “electronic checkout” could purchase a bond $25 or higher. Simpler methods of payment such as “PAYPAL” and credit cards would be available and after an electronic purchase is complete a color print out of the bond is available with a follow up of the bond in the mail. The website would limit quantity of projects for each category until funding is complete. After a project becomes funded, a new project will be available. A tab on the site will show history and status of previous projects. Purchasers may take great pride in “collecting” and displaying bonds of various RE projects and participating at different levels of financial support. Solar trough plants in the multi-hundred MW size capacity with molten salt energy storage in California, Arizona, and West Texas can provide a major portion of electric needs. North Dakota has potential to support 1/3 of our nations electric needs in it’s class 4 wind zone areas. There are plenty of suitable proposed wind turbine farms now around the nation to significantly increase our RE if funded. Mid sized hydro-electric has not been used in America to it’s full potential. Following the example of our neighbor, Canada, it would provide a significant increase in percentage of electric production. Developing all three we could provide the majority of our electric and heating needs through renewable energy in a "New New Deal" fashion allowing natural gas for transportation as T. Boone Pickens is working for. Bullet train routes have proven a viable alternative to commercial domestic air service and when powered by electricity provided by RE suppliers America would be in the forefront of world technology. Example, I heard of discussion for a commuter train from Denver to Colorado Springs. Such a route built as a renewable energy project with charter requirement legally requiring to only purchase electricity from available renewable energy sources would be a model example. There are many train routes, city bus systems, and government vehicles that can be converted to run from alternative energy sources and fuels. Jobs created would bolster the economy, lower trade deficit, and strengthen national security. I would take great pride in print outs of bonds with graphics of each project I supported and many other Americans would also. The energy bonds could have tax breaks. BLM lands may be a viable place to start for some projects.
I contacted the US treasury department and was told that the marketing department for savings bonds closed several years ago. I was told there would be problems because savings bonds are at the federal level while the projects will be at the state and local level. I disagree and believe that these can easily be figured out in the way of grants to the state and local level using money from the bonds for those specific projects. I was told to check out auctions on the www.treasurydirect.gov website and found them to not apply to citizens wanting to buy savings bonds to support a cause such as energy independance. I was told by the treasury department to look into CREB (Clean Renewable Energy Bonds). I found CREB to be large scale funding that a citizen would not be able to participate in as a US Treasury Energy Independance Bond would provide. If given the tools to participate directly, the power of the citizens of the United States to help achieve energy independance could not be denied. Americans mean well and the Energy Independance Savings bond program will give citizens the power at their level to make it happen. If marketed through a web page, commercials, and to federal employees the word would get out and participation would spread like wildfire.
Mr. Paul Gipe, a resident of Bakersfield CA, an author of several books about wind energy, and recipient of multiple awards as a pioneer in the industry since the 1970's has put a letter I wrote to Senator Dorgan on this subject as well as an older letter I wrote on wind COOP in JAN07. I am back. I ran into a dead in with the local solid waste commission when I informed them of the LMOP and WastWise programs. I was unsuccessful when I offer to survey the landfills and was told it was done before and there was not enough to worry about financially. I tried to express it was an environmental issue not a financial action until a project is design for an end user. Lost the fight on a panel that even consisted of the Mayor. I am working on a clean energy business plan. I have no clout in this area and I am determined. Oh! The name of my business is 'Renewable Ener-G Solutions Technology, LLC (REST. I am seeking start-up funds at this time while writing the required business plan. Keep in touch. I will be looking for electricians and general contractors. I have not given up on the LMOP and WastWise programs, but I was repeatedly told I did not have enough experience to work with landfill projects. --Macia

Utility companies sign 15-20 year contracts with all their renewable energy producers. All contracts are transparent and open for inspection.
The contracts include long-term agreed upon prices that the utility companies will pay for the energy they buy. The prices are set high enough to be an incentive to new producers and for existing producers to expand their production capacities. Prices vary according to the source of the energy (i.e, sun, wind, water, bio-mass, etc.) and the size of the energy-producing installation.
The utility companies can recoup their increased costs of paying higher prices for renewable energy by spreading these costs among all their customers.
An Independent Review Board is established by the government that periodically sets the prices and terms for new contracts.
How do REPs work?
Renewable Energy Payments are the mechanisms or instruments at the heart of specific state, provincial or national renewable energy policies. REPs are incentives for homeowners, farmers, businesses, etc., to become producers of renewable energy, or to increase their production of renewable energy. As such, they increase our overall production and use of renewable energy, and decrease our consumption and burning of fossil fuels.

'Green-collar' jobs a growth area, U.S. group says
Companies are stepping up their environmental initiatives, and that may mean a boom in "green-collar" jobs.
A recent forecast by the American Solar Energy Society found that renewable energy and energy-efficient industries were responsible for the creation of nearly 8.5 million jobs in 2006, and by 2030 that number is expected to reach 40 million.
Colleges and universities are taking notice, according to Challenger, Gray & Christmas Inc., a job placement consulting group.
Many have introduced specialized degree programs in eco-commerce, environmental accounting, green and social marketing, and ecological economics.
"The demand for 'green-collar' jobs is really exploding, especially as the cost of energy continues to climb," said John Challenger, the group's chief executive. "Students need to start thinking about developing skills that will give them an edge for these types of careers that did not even exist until recently."
Popular jobs include urban planners, forestry professionals and environmental lawyers, Challenger said. There is also a growing demand for architects and engineers with Leadership in Energy and Environmental Design (LEED) certification from the U.S. Green Building Council, a Washington, D.C.-based non-profit.

Your comments are very good and I agree with your stance. There is so much we can do "now" as individuals.
But we have to take control of our energy needs here at home. We can't keep sending our $$$ over sea's.... it is ruining our country.
Our poor kids will be paying 50% or more of their income for Taxes just to run the country... if we don't stop this and keep our ecconomy sound.
We need leaders like you and this "site" is amazing in that it bringin all these idea's and such great information together.
Pickens or not... the American people have to move forward with some answers.... I think everyone coming together like this is a great start.
I live Near Sweetwater and the Wind Turbines here churn our Kilowatts every day... somedays so many, that the company has to break or shut in some of the Turbines because they can't fit all the kilowatts into the system... we no they will work - and with no fuel charge either!

little things. right now that will be the difference. you have to remember that congress take about a 1/3 of the year off. all these projections that it will take 5 years to oil on line must be based on their schedule. chesepeake just would vast new nat gas reserves. they will have 12 new wells on line before the end of the year. oh i forgot they don't take the summer off. be careful what you buy into here. it's sad but we can't quit using oil at the drop of the hat. to thhink that would say i'm going to quit using water. we have to realize we use 20 million barrels a day.but we can't just say let's get the price down and keep the same way of life. it will take a change in how we view our way of life. right now i truely believe every little thing we do helps. we are trying to replace oil. thus far all i see is people spread out all over the pea patch on this issue. the push amercan people have made is starting to work. if it wasn't we wouldn't have reduced our our driving by over 70 billion miles in the last 7 months. this is a shift that is going to take time. but the reduction in consumtion and the public screaming at our government speculation has dropped. if you don't believe me look at the price of oil. just think if we were able to do something w/ real substance. and i do believe with continued use of conservation we can still have a great impact. i think the key here is people have to realize we can't stop using oil w/ a turn of a switch. our goal should be to replace what we import through permanent allternatives and yes[our own] oil. we have to drill. the only way out of this is to came out swinging. food for thought. w/ all these 3 rd world countries having nuclear capabilities in the world do we want to be the last one here w/ oil? russia wants hummer.[not milatary] besides you think if they wanted a milatary hummer they would just buy one and copy it? the best bomber in there air force in ww2 was a spitting image of our bomber [sorry can't remember which one] they took it apart and went into the tool room and made an exact copy piece by piece. they want what we have. boy are they in for a rude awakening. please we can't count out oil to get us out of this mess. we aren't drilling so we have more. we are drilling to to replace what we import. and as we do this coupled w/ bringing alternatives on line will then start to replace what oil we use. let's find a meeting ground in the middle make good decisions and go from there. thanks
I respect your arguments: the Vonnegut quote and the notion that "consequentialist philosophy is results-based." Yes, it is. I also read your "conservation discussion" which has good ideas. Some of those things I'm willing to do; some of them I'm not. But in any case, it's great to get people thinking. The first time I paid over $70 to fill my gas tank was, honestly, the first time I started consciously accelerating more slowly. That was my tipping point; everyone's is different.
I'm still suspicious of Pickens, but he's spurring conversation about an important topic, which is good.

Your comments are very good and I agree with your stance. There is so much we can do "now" as individuals.
But we have to take control of our energy needs here at home. We can't keep sending our $$$ over sea's.... it is ruining our country.
Our poor kids will be paying 50% or more of their income for Taxes just to run the country... if we don't stop this and keep our ecconomy sound.
We need leaders like you and this "site" is amazing in that it bringin all these idea's and such great information together.
Pickens or not... the American people have to move forward with some answers.... I think everyone coming together like this is a great start.
I live Near Sweetwater and the Wind Turbines here churn our Kilowatts every day... somedays so many, that the company has to break or shut in some of the Turbines because they can't fit all the kilowatts into the system... we no they will work - and with no fuel charge either!
Keep adding your input - keep watching the site and shareing the interest and information. Good will come from it!
