At the subatomic(quantum) level, an infinite maelstrom of energy is available, in the form of a charge potential between electrons and the opposite charge which is attracted to the electrons. This energy source was discovered by Nicola Tesla, which he called radiant energy, and observed that this energy behaved much like a gas. Although Teslas invention of the alternator gave the world the energy source it now uses (alternating current, or AC), Teslas later experiments focused primarily on mechanically pulsed DC current, which is the key to entrapping the radiant energy which exists at the quantum level. The DC pulse can be modulated mechanically using a commutator (as Tesla did), or by using semiconductors.
Many inventions over the past 100 years have demonstrated the ability to produce more energy than what was initially put into these devices electrically. Such examples of these inventions are the Newman Motor, the Bedini Motor, the Lutec Energy Amplifier, and the Water Fuel Cell. While these devices seem to violate known laws of energy conservation, the source of the surplus energy can be explained, though the ability to measure this source remains elusive using conventional instruments. Typically, what CAN be measured other than surplus electrical energy with little or no heat gain is a high voltage spike (with little or no current), which results from tapping into this energy source, existing at the quantum (subatomic) level.
Whether an energy device is mechanical or electrical in nature, the energy output and input can always be translated into heat. Heat is the common unit of measurement in energy, and is produced by resistance (impedance or friction) from within an electronic circuit or a mechanical device. If an engine is 20% efficient, then 80% of the potential energy from the ignited fuel is lost in the form of heat. So, the lack of a temperature increase with a net electrical increase in recently studied OU devices like the Bedini Motor or Water Fuel Cell has baffled most scientists who examine their operation, because heat has been the common measurable value in any given energy device and these devices do NOT heat up as they produce excess power.
This phenomenon can be observed in devices like Stan Meyers Water Fuel Cell, or in James Pattersons Power Unit (an early cold fusion device). Meyers device uses short pulses of high voltage DC across heavily insulated electrodes submerged in water (without a catalyst) to produce an over-unity surplus of hydrogen gas with no heat gain, while the CETI Power Cell (invented by James Patterson) uses a similar DC high voltage (minute current) pulse across nickel-palladium beads submerged in a heavy water solution (with a catalyst) to create an energy surplus in heat -- a 20:1 or more net gain in energy. In each of these examples, there exists an electrical energy output with little or no heat increase, or a heat increase compared to the miniscule electrical input.
